This report, linked to the in-depth reviews established by the european commission in the implementation decision (EU) 2018/1524, a consultation was called to include the participation of all actors involved in accessibility: public administrations, business sector, associations of persons with disabilities and any other particular actor who want to participate

The Royal Decree 1112/2018 (Opens in new window) on accessibility of websites and mobile applications of the public sector provides the framework for conducting forced accessibility revisions , which should cover all requirements and take into consideration both aspects of autospellcheck as aspects of expert review manual. These revisions must respect the minimum conditions required for the in-depth reviews established by the european commission in the implementation decision (EU) 2018/1524.

The first review of accessibility should be, in the case of web sites before 20 september 2020 and, in the case of applications for mobile devices before 20 september 2021 .

These reviews should be in the design phase websites and applications for mobile devices as prior to its implementation . Once put in operation, the reviews regular in order to ensure the maintenance of their implementation over time, with a maximum period of validity of 3 years (established by the european methodology) while it is recommended especially to carry out a review of the accessibility whether there are substantial changes.

The result of these reviews should be reflected in a Report of the revision of accessibility the Unit, responsible for Accessibility must include it in the annual follow-up report on compliance with accessibility, which must submit to the body responsible for monitoring and reporting to the european commission, this is the ministry of economic and Digital Processing (responsibilities transferred from the ministry of Territorial policy and Public Service).

In this context, the Web accessibility Observatory publicizes the proposal in document Report of the revision of accessibility (Opens in new window) , which will be the model that the entities bound should complete to reflect the results of revisions of accessibility. For the definition of the final version to be sure of securing the participation of all actors involved in this regard:

  • Public administrations: through the network of contacts of Digital Accessibility, the working group of Digital accessibility "the AAPP" of ICT Steering committee, the working group "Observatory, indicators and measures of the Commission" Sectoral E-government and any entity bound by the royal decree you want to directly send your comments.
  • Associations of persons with disabilities.
  • Business Sector involved in digital accessibility.
  • Any other actor in a private capacity that you wish to participate.

We encourage all those interested submit their comments through formal channels that they have been able to communicate or/and through the discussion forum Report review accessibility enabled. The deadline for receipt of comments shall be open until 15 may 2020 .

The document has been created and tested using the free office suite LibreOffice 6.3.4.2. For this reason, the document is shared on ODS format. It also offers a version for Microsoft Excel, which has not been tested and is not fully operational, therefore, recommended the use of the ODS.
