Accessibility observatory

El Observatorio de Accesibilidad es una iniciativa del Ministerio de Política Territorial y Función Pública que tiene como objetivo ayudar a mejorar el grado de cumplimiento en materia de accesibilidad de los portales de la Administración (AGE, CCAA y EELL).

Within this initiative will provide these services:

  • Web accessibility observatory Periodic. Study provides data of evaluation of the portals with the objective of having status information and evolution of Web accessibility in them.
  • Basic online service diagnosis of Web accessibility . Service to each department of public administrations undertaking, directly, automatic analysis of accessibility compliant to the study of the observatory based on the standard UNE 139803:2012. Available to members of the Accessibility community
  • Reference documentation on accessibility to help the developers: rules, best practices, specific documentation on the creation of accessible content and its check, FAQ to answer questions or doubts more prevalent in web development accessible, etc.
  • Accessibility community . Meeting point of the managers of web portals of public administrations to share information and experiences and resolve doubts. Also allows access to basic online service diagnosis of Web accessibility.

Temporary Scope

Initially, studies of the Observatory of Web Accessibility is planned to be carried out during 2010 and early 2011. For each of the Fields, several executions were carried out of the study which allowed to show the evolution of the state of accessibility in this period.

Given the degree of success and acceptance of the initiative, as well as the good results obtained, it was decided to prolong their activity during 2011 complete.

During 2012 and 2013 remained the activities of the diagnostic service on line and the community accessibility. Likewise was upgraded generation of aid materials before the adoption of the new standard UNE 139803:2012.

Desde 2014, se ha trabajado para renovar y actualizar todos los servicios al nuevo estándar UNE 139803:2012 (equivalente a WCAG 2.0). En julio de 2015 se aprobó la primera metodología basada en este estándar. En abril de 2018 se aprobó la  current methodology (Opens in new window) (versión 2) y todos los servicios adaptados a ella están disponibles para las Administraciones Públicas.

Methodology of studies

La revisión de accesibilidad de los estudios del Observatorio de Accesibilidad Web se realiza mediante una metodología automática desarrollada expresamente para este observatorio. Esta metodología tiene en cuenta únicamente 20 verificaciones de accesibilidad. Cada verificación estaba compuesta por varias comprobaciones realizadas automáticamente. Mediante métricas especializadas se pudieron incluir algunas comprobaciones de revisión habitualmente manual.

In July 2015 was adopted first methodology que usa el estándar UNE 139803:2012 (WCAG 2.0) por el grupo de "Sitios Web de la Administración General del Estado" y por el grupo de "Observatorio, Indicadores y Medidas" de la Comitsión Sectorial de Administración Electrónica (gobiernos regionales y locales).

The current methodology it also uses the standard UNE 139803:2012 was adopted by the working group of "Accessibility in the TIC in the AAPP" the steering committee TIC and "Observatory, indicators and measures" of sectoral Commission E-government in April 2018.

All services offered in 2010, 2011 and 2012 used a methodology equivalent but based on the standard UNE 149803:2004. There are 2 equivalent versions UNE methodology 139803:2004 - General Administration of the state (Opens in new window) and UNE methodology 139803:2004 - regional and local governments (Opens in new window) . The only difference between the two is the different distribution of segments.

Results of studies

En cada ejecución en cada ámbito de actuación de los estudios del observatorio se generan:

  • Report added. In order to obtain some overall results that allow a quick overview of the state of accessibility of the portals of the administration, it generates a report of aggregated results. These reports, contain both the overall results, as the results obtained by different groups of portals in which the observatory structure, offering different comparatives between them.
  • Individual reports. Se obtienen informes individuales para cada uno de los portales analizados, los cuales contienen el detalle de los resultados obtenidos en cada una de las páginas analizadas en el observatorio. Estos informes son remitidos a los correspondientes responsables del portal analizado para que puedan usarlos en la mejora de su accesibilidad.

A very short summary of data with respect to the overall situation in December 2016 is available in technical note of OBSAE: " Directive of accessibility of websites and mobile applications of the public sector ".

After the publication of the new Royal Decree 1112 / 2018 on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) it has published technical note " La accesibilidad de los sitios web y aplicaciones móviles del sector público ", en la que además de describir el contexto y retos a los que se enfrentan todos los actores implicados, se muestran los resultados de la última iteración de los estudios periódicos del Observatorio de Accesibilidad web realizada a finales de 2018 ofreciendo una imagen global de la situación en ese momento.

Segments

Are considered 5 groups of portals depending on your level of importance within the administration, its content type, or its purpose

  • Main segment. Portals main ministries and Government Agencies greater access.
  • Segment Agencies. Portals tags from the rest of the agencies.
  • Thematic segment. Portals managed by the administration but not to identify the body: promotional webs, specific information on certain aspects, services, data collection, etc.
  • Other segment. Other state agencies and administration.
  • Segment Headquarters. electronic Headquarters.

Planning

With regard to UNE 2004, there were a total of 6 iterations of the observatory distributed as follows:

  • First execution basis. Mid May 2010.
  • Second execution. Mid-July 2010.
  • Third execution. Late November 2010.
  • Cuarta ejecución. Ejecución final del primer ciclo. Mediados de febrero 2011.
  • 5Th execution. October 2011.
  • 6Th execution. April 2015 (only for comparative purposes with new standard).

With regard to UNE 2012, there have been 5 iterations of the observatory distributed as follows:

  • First execution basis. September 2015.
  • Second execution. November 2015.
  • Third execution. August 2016.
  • 4Th execution. December 2016.
  • 5Th execution. November 2017.

With regard to UNE 2012, has been done 1 iteration of the observatory using the current methodology (version 2):

  • First execution basis. May 2018.
  • Second execution. Mid-November 2018.

Observatory of Web Accessibility - REGIONAL GOVERNMENTS

Segments

Are considered eight groups of portals, each of which contains the same kind of portal of each Autonomous Community:

  • Main Portals I. segment of each Autonomous Community.
  • Segment II. Official Gazettes of each Autonomous Community.
  • Segment III. Parliament of each Autonomous Community.
  • Segment IV. electronic Headquarters or Virtual Offices (one for each community).
  • SEE segment education Portals.
  • Segment VI. Portals of Employment.
  • Segment VII. Health portals.
  • Segment VIII. Portals of Tributes.

With regard to UNE 2004 a total of 5 iterations of the observatory distributed as follows:

  • First execution basis. Early June 2010.
  • Second execution. Late October 2010.

Observatory of Web Accessibility - EELL

Segments

The sample is divided into four groups of portals (segments), each of which contains the same kind of portal of each province:

  • Main Portals I. segment of the county council of each province.
  • Segmento II. Portales del Ayuntamiento de la capital de cada Provincia.
  • Segment III. Portals of the municipality of largest population of each province (excluding the capital).
  • Segmento IV. Portales de municipios de entre 3000 y 4000 habitantes de cada Provincia.

Planning

With regard to UNE 2004 was performed 3 iterations of the observatory distributed as follows:

  • First execution basis. Mid-October 2010.
  • Second execution. Early May 2011.
  • Tercera ejecución. Abril 2015 (solo a fines comparativos con nuevo estándar)

Con respecto a UNE 2012 se han realizado 5 iteraciones del observatorio distribuidas de la siguiente forma:
