Accessibility observatory

According to the Royal Decree 1112/2018 on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) the ministry of economic and Digital Processing (responsibilities transferred from the ministry of Territorial policy and Public Service) is responsible for monitoring and reporting with regard to the implementation of this royal decree and Directive 2016/2102 (Opens in new window) , which transposed.
Within this Ministry, and in turn, within the secretariat-General for administration, the Digital accessibility Observatory is responsible for coordinating and conducting these actions.
In addition, the Observatory of Web Accessibility – OAW aims to help improve the level of compliance on accessibility of websites and applications for mobile devices of the administration (AGE, EELL REGIONAL GOVERNMENTS, and remains of the public sector agencies).

Proceedings of the OAW

Within this initiative will carry out the following actions:

  • Seguimiento del cumplimiento de los requisitos de accesibilidad según la Directiva 2016/2102 . Surveys that will provide data to measure the degree of fulfilment on accessibility of websites and mobile applications of the administration as well as of evolution.
  • Diagnostic service on line . Este servicio permite al personal de las Administraciones Públicas la posibilidad de solicitar una revisión automática de accesibilidad de sus sitios web conforme a la Metodología para el Seguimiento Simplificado UNE-EN 301549:2019 así como una revisión automática de la Declaración de accesibilidad. Disponible para los miembros de la Accessibility community .
  • Reference documents on accessibility to help improve the accessibility of websites and applications for mobile devices in the public administration: regulation, guides on the creation of accessible content and their validation, promotional videos related to implementation of the RD 1112/2018, frequently asked questions to answer to questions or queries more widespread in relation to accessibility, etc.
  • Accessibility community . Meeting point for the public authorities to share information and experiences and the hotel. It also allows access to Diagnostic service online.

Background to the OAW

The Observatory of Web Accessibility has been an initiative from the year 2010 in Spain. You can consult the page " History of OAW "for all the proceedings were held and how they were to evolve.

Survey methodology

Results of studies

En cada uno de los estudios del Observatorio y para cada uno de sus ámbitos de actuación se generan diferentes informes:

  • The report added.  Este informe permite conocer de manera global la situación actual y de evolución de todos los sitios web analizados en el estudio. El informe contiene una gran cantidad de gráficas y tablas que reflejan los resultados del estudio: resultados globales, resultados obtenidos en cada uno de los segmentos así como una evolución de los resultados a lo largo del tiempo.
  • Individual reports. Individual reports are generated for each of the web sites analysed, containing the details of the results obtained in each of the pages analysed in the study. These reports are submitted to the responsible site analysed so that they can use them in improving their accessibility.

Observatory of Web Accessibility - AGE

Segments

There are 6 groups to categorize the websites on the basis of their degree of importance within the administration, its content type, or for the purpose for which were created:

  • Segment Main I. . Sitios web principales de Ministerios y otros sitios web gestionados por entidades públicas de mayor acceso o impacto en la sociedad.
  • Part II. Órganos and administrative units . Websites of Organs, centres or administrative units in ministries.
  • Part III. The Public Sector Institutional . Selección de sitios web del conjunto de entidades que integran el sector público institucional estatal a excepción de las universidades públicas no transferidas, que se analizarán en el ámbito de actuación "Otros", dentro del segmento "Universidades" para obtener una visión de conjunto del sector universitario.
  • IV Thematic segment. . Selection of web sites administered by the AGE but who do not identify a specific body: promotional websites, specific information on certain aspects of services, collection of data, etc.
  • Segment Main Headquarters V. E. Headquarters websites included in the Main segment.
  • Part VI. Rest headquarters E. Headquarters not included in the Main headquarters "".

Of these segments, segments I, II and V will always be analysed in all official iterations are planned (series SETS).

The rest of segments, segments III, IV and VI, divided their websites in 2 series that will be analyzed in alternate years in the official iterations are planned (series COUPLE and ODD series).

Observatory of Web Accessibility - REGIONAL GOVERNMENTS

Segments

There are 14 groups to categorize the websites in the light of its thematic and thus be able to understand the situation of those specific areas, allowing you to compare your results between the various Autonomous communities:

  • Segment Main I. . Main web sites of each autonomous community.
  • Bulletins segment II. . Web site of the Official Gazette of each autonomous community.
  • Segment electronic Headquarters III. . Sedes electrónicas u Oficinas Virtuales en los casos en los que aún no exista sede (sólo una por cada Comunidad Autónoma).
  • IV Education segment. . Main web site of education of each autonomous community.
  • Employment segment V. . Sitio web principal dedicado a políticas de empleo de cada Comunidad Autónoma.
  • Part VI. . Main website dedicated to the delivery of health services in each autonomous community.
  • Segment Tributes VII. . Main website dedicated to the management and tax collection in each autonomous community.
  • Tourism segment VIII. . Sitio web principal dedicado a la promoción e información turística de cada Comunidad Autónoma.
  • Part IX. Transparency . Web site of transparency of each autonomous community.
  • Social Protection segment X. . Sitio web principal dedicado a la protección social de cada Comunidad Autónoma
  • Segment Environment XI. . Main website dedicated to the environment of each autonomous community
  • Part XII Health Centres. . (Be included from 2022). Selection of web sites belonging to health centres.

  • Part XIII. non-university Educational Centres (Se incluirán a partir de 2023). Selección de sitios web pertenecientes a centros educativos no universitarios.

  • Part XIV. Other services . Selección de sitios web específicos para la prestación de cualquier otro servicio autonómico que no pertenezca a ninguno de los segmentos anteriores.

Of these segments, the first 7, will always be analysed in all official iterations are planned (series SETS).

Sections VIII, IX and XIII will be analysed in the iterations records carried out in odd-numbered years (series IN ODD-NUMBERED YEARS).

Segments X, XI and XII will be analysed in the iterations records carried out in even-numbered years (series COUPLE).

The segment XIV divide their websites in 2 series, which will be analyzed in alternate years in the official iterations (series COUPLE and ODD series).

Observatory of Web Accessibility - EELL

Segments

There are 6 groups to categorize the web sites bearing in mind the provincial division and in the light of the characteristics of different local entities and thus to achieve comparable results:

  • Part I. Deputations. . Main web sites of all Provincial Councils, and Island Councils. In the case of Autonomous Communities uniprovinciales will have no web site of the council.

  • II Capital segment. . The website of the city of all provincial capitals.

  • Segment Most Populous III. . Website of the city of municipalities with a population over 20,000 inhabitants (excluding the capital).

  • Media segment IV. . Selection of web sites of councils of municipalities with population some 5,000 to 20,000 people from each province.

  • Segment Small V. . Selección de sitios web de ayuntamientos de municipios con población entre 2.500 y 3.500 habitantes de cada provincia.

  • Part VI. Other services . Sitios web que no pertenecen a ninguno de los segmentos anteriores.

Of these segments, segments I and II will always be analysed in all official iterations are planned (series SETS).

Observatory of Web Accessibility - Other

Segments

Exsten 3 groups to categorize the websites and thus to achieve comparable results:

  • I. Órganos segment constitutional and regulators . Includes all websites of major Organs of the constitution and constitutional significance, as well as other relevant integrated structures within the same and regulators. It also includes a selection of Counterpart bodies in the autonomous communities.
  • Part II. The Judiciary . Incluye a los sitios web tanto del Consejo General del Poder Judicial, como de los principales Juzgados y Tribunales, así como de la administración de justicia (organización al servicio de Jueces y Tribunales), considerando tanto los de comunidades autónomas con competencias transferidas, como las atendidas en el plano nacional.
  • Universities segment III. . Websites are not transferred public universities and universities.

All segments will be analysed in all official iterations are planned (series SETS).
