Accessibility observatory

The Observatory of accessibility is an initiative of the Ministry of Territorial Policy and Public Function which aims to help improve compliance in the matter of accessibility of the portals of the administration (AGE, REGIONAL GOVERNMENTS and EELL).

Within this initiative will provide these services:

  • Web accessibility observatory . Estudio periódico que proporciona datos de evaluación de los portales con el objetivo de disponer de información de estado y evolución de la Accesibilidad Web en los mismos.
  • Basic online service diagnosis of Web accessibility . Servicio que proporciona a cada Departamento de las Administraciones Públicas la posibilidad de realizar, directamente, análisis automáticos de accesibilidad conformes al estudio del observatorio basado en la norma UNE 139803:2012. Disponible para los miembros de la Accessibility community
  • Reference documentation on accessibility to help the developers: rules, best practices, specific documentation on the creation of accessible content and its check, FAQ to answer questions or doubts more prevalent in web development accessible, etc.
  • Accessibility community . Meeting point of the managers of web portals of public administrations to share information and experiences and resolve doubts. Also allows access to basic online service diagnosis of Web accessibility.

Temporary Scope

Initially, studies of the Observatory of Web Accessibility is planned to be carried out during 2010 and early 2011. For each of the Fields, several executions were carried out of the study which allowed to show the evolution of the state of accessibility in this period.

Given the degree of success and acceptance of the initiative, as well as the good results obtained, it was decided to prolong their activity during 2011 complete.

Durante 2012 y 2013 se mantuvieron las actividades del servicio de diagnóstico en línea y la comunidad accesibilidad. Así mismo se potenció la generación de materiales de ayuda ante la aprobación de la nueva Norma UNE 139803:2012.

Desde 2014, se ha trabajado para renovar y actualizar todos los servicios al nuevo estándar UNE 139803:2012 (equivalente a WCAG 2.0). En julio de 2015 se aprobó la primera metodología basada en este estándar. En abril de 2018 se aprobó la  current methodology (Opens in new window) (version 2) and all services adapted to it are available for public administrations.

Methodology of studies

The revision of accessibility of studies of the Observatory of Web Accessibility is done via an automatic methodology developed specifically for this observatory. This methodology takes into account only 20 accessibility checks. Each verification consisted of several checks automatically. Through specialized metrics could include some revision checks usually manual.

In July 2015 was adopted first methodology using the standard UNE 139803:2012 (WCAG 2.0) by the group of "websites of the General administration of the state" and by the group of "Observatory, indicators and measures" of sectoral Comitsión E-government (regional and local governments).

The current methodology it also uses the standard UNE 139803:2012 was adopted by the working group of "Accessibility in the TIC in the AAPP" the steering committee TIC and "Observatory, indicators and measures" of sectoral Commission E-government in April 2018.

All services offered in 2010, 2011 and 2012 used a methodology equivalent but based on the standard UNE 149803:2004. Results of studies

En cada ejecución en cada ámbito de actuación de los estudios del observatorio se generan:

  • Report added. In order to obtain some overall results that allow a quick overview of the state of accessibility of the portals of the administration, it generates a report of aggregated results. These reports, contain both the overall results, as the results obtained by different groups of portals in which the observatory structure, offering different comparatives between them.
  • Individual reports. Individual reports are obtained for each portal analyzed, which contain the detail of the results obtained in each of the pages analysed in the observatory. These reports are referred to the corresponding responsible del portal analyzed so that they can use in improving accessibility.

After the publication of the new Real Decreto 1112/2018 sobre accesibilidad de los sitios web y aplicaciones para dispositivos móviles del sector público (Opens in new window) it has published technical note " La accesibilidad de los sitios web y aplicaciones móviles del sector público ", which in addition to describe the context and challenges faced by all players involved, are the results of the latest iteration of the periodic surveys of web accessibility Observatory made at the end of 2018 offering a comprehensive picture of the situation at that time.

Segments

Are considered 5 groups of portals depending on your level of importance within the administration, its content type, or its purpose

  • Main segment. Portals main ministries and Government Agencies greater access.
  • Segmento Organismos. Portales identificativos del resto de organismos de la AGE.
  • Segmento Temáticos. Portales gestionados por la Administración pero que no identifican al organismo: webs promocionales, de información específica sobre determinados aspectos, de servicios, recogida de datos, etc.
  • Other segment. Other state agencies and administration.
  • Segment Headquarters. electronic Headquarters.

Con respecto a UNE 2004, se realizaron un total de 6 iteraciones del observatorio distribuidas de la siguiente forma:

  • First execution basis. Mid May 2010.
  • Second execution. Mid-July 2010.
  • Third execution. Late November 2010.
  • Cuarta ejecución. Ejecución final del primer ciclo. Mediados de febrero 2011.
  • 5Th execution. October 2011.
  • Sexta ejecución. Abril 2015 (solo a fines comparativos con nuevo estándar).

With regard to UNE 2012, there have been 5 iterations of the observatory distributed as follows:

  • Third execution. August 2016.

Observatory of Web Accessibility - REGIONAL GOVERNMENTS

Segments

Are considered eight groups of portals, each of which contains the same kind of portal of each Autonomous Community:

  • Main Portals I. segment of each Autonomous Community.
  • Segment II. Official Gazettes of each Autonomous Community.
  • Segment III. Parliament of each Autonomous Community.
  • Segmento IV. Sedes electrónicas u Oficinas Virtuales (una por cada Comunidad).
  • SEE segment education Portals.
  • Segment VI. Portals of Employment.
  • Segment VII. Health portals.
  • Segment VIII. Portals of Tributes.

Segments

La muestra se ha dividido en cuatro grupos de portales (segmentos), cada uno de los cuales contiene el mismo tipo de portal de cada Provincia:

  • Main Portals I. segment of the county council of each province.
  • Segmento II. Portales del Ayuntamiento de la capital de cada Provincia.
  • Segmento III. Portales del municipio de mayor población de cada Provincia (excluyendo la capital).
  • Segmento IV. Portales de municipios de entre 3000 y 4000 habitantes de cada Provincia.

Con respecto a UNE 2004 se realizaron 3 iteraciones del observatorio distribuidas de la siguiente forma:
