Accessibility observatory

According to the Real Decreto 1112/2018 sobre accesibilidad de los sitios web y aplicaciones para dispositivos móviles del sector público (Opens in new window) the ministry of economic and Digital Processing (responsibilities transferred from the ministry of Territorial policy and Public Service) is responsible for monitoring and reporting with regard to the implementation of this royal decree and Directive 2016/2102 (Opens in new window) , which transposed.
Within this Ministry, and in turn, within the secretariat-General for administration, the Digital accessibility Observatory is responsible for coordinating and conducting these actions.
In addition, the Observatory of Web Accessibility – OAW aims to help improve the level of compliance on accessibility of websites and applications for mobile devices of the administration (AGE, EELL REGIONAL GOVERNMENTS, and remains of the public sector agencies).

Proceedings of the OAW

Within this initiative will carry out the following actions:

  • Seguimiento del cumplimiento de los requisitos de accesibilidad según la Directiva 2016/2102 . Surveys that will provide data to measure the degree of fulfilment on accessibility of websites and mobile applications of the administration as well as of evolution.
  • Diagnostic service on line . This service allows the staff of the public authorities the possibility of applying for an automatic review of accessibility of their websites according to the methodology for the follow-up Simplified UNE-EN 301549:2019 as well as an automatic review of the declaration of accessibility. Available to members of the Accessibility community .
  • Reference documents on accessibility to help improve the accessibility of websites and applications for mobile devices in the public administration: regulation, guides on the creation of accessible content and their validation, promotional videos related to implementation of the RD 1112/2018, frequently asked questions to answer to questions or queries more widespread in relation to accessibility, etc.
  • Accessibility community . Meeting point for the public authorities to share information and experiences and the hotel. It also allows access to Diagnostic service online.

Background to the OAW

El Observatorio de Accesibilidad Web ha sido una iniciativa puesta en marcha desde el año 2010 en España. Puedes consultar la página " History of OAW "for all the proceedings were held and how they were to evolve.

Results of studies

In each of the studies of the Observatory and for each focus area generate different reports:

  • The report added.  Este informe permite conocer de manera global la situación actual y de evolución de todos los sitios web analizados en el estudio. El informe contiene una gran cantidad de gráficas y tablas que reflejan los resultados del estudio: resultados globales, resultados obtenidos en cada uno de los segmentos así como una evolución de los resultados a lo largo del tiempo.
  • Individual reports. Se generan informes individuales para cada uno de los sitios web analizados, que contienen el detalle de los resultados obtenidos en cada una de las páginas analizadas en el estudio. Estos informes son remitidos a los responsables del sitio web analizado para que puedan usarlos en la mejora de su accesibilidad.

Observatory of Web Accessibility - AGE

Segments

Existen 6 grupos para categorizar los sitios web en función de su nivel de importancia dentro de la administración, su tipo de contenido, o la finalidad para la cual fueron creados:

  • Segment Main I. . Sitios web principales de Ministerios y otros sitios web gestionados por entidades públicas de mayor acceso o impacto en la sociedad.
  • Part II. Órganos and administrative units . Websites of Organs, centres or administrative units in ministries.
  • Part III. The Public Sector Institutional . Selección de sitios web del conjunto de entidades que integran el sector público institucional estatal a excepción de las universidades públicas no transferidas, que se analizarán en el ámbito de actuación "Otros", dentro del segmento "Universidades" para obtener una visión de conjunto del sector universitario.
  • IV Thematic segment. . Selection of web sites administered by the AGE but who do not identify a specific body: promotional websites, specific information on certain aspects of services, collection of data, etc.
  • Segment Main Headquarters V. . Sedes electrónicas de los sitios web incluidos en el segmento Principales.
  • Part VI. Rest headquarters E. Headquarters not included in the Main headquarters "".

Of these segments, segments I, II and V will always be analysed in all official iterations are planned (series SETS).

The rest of segments, segments III, IV and VI, divided their websites in 2 series that will be analyzed in alternate years in the official iterations are planned (series COUPLE and ODD series).

Observatory of Web Accessibility - REGIONAL GOVERNMENTS

Segments

There are 14 groups to categorize the websites in the light of its thematic and thus be able to understand the situation of those specific areas, allowing you to compare your results between the various Autonomous communities:

  • Segment Main I. . Main web sites of each autonomous community.
  • Bulletins segment II. . Web site of the Official Gazette of each autonomous community.
  • Segment electronic Headquarters III. E. Headquarters or Virtual Offices in cases where there is not already headquarters (only one for each autonomous community).
  • IV Education segment. . Main web site of education of each autonomous community.
  • Employment segment V. . Main website dedicated to employment policies of each autonomous community.
  • Part VI. . Sitio web principal dedicado a la prestación de servicios sanitarios en cada Comunidad Autónoma.
  • Segment Tributes VII. . Main website dedicated to the management and tax collection in each autonomous community.
  • Tourism segment VIII. . Main website dedicated to the promotion and tourist information of each autonomous community.
  • Part IX. Transparency . Web site of transparency of each autonomous community.
  • Social Protection segment X. . Main website devoted to social protection of each autonomous community
  • Segment Environment XI. . Main website dedicated to the environment of each autonomous community
  • Part XII Health Centres. . (Be included from 2022). Selection of web sites belonging to health centres.

  • Part XIII. non-university Educational Centres (Se incluirán a partir de 2023). Selección de sitios web pertenecientes a centros educativos no universitarios.

  • Part XIV. Other services . Selection of specific websites for the provision of any other autonomous service that does not belong to any previous segments.

Of these segments, the first 7, will always be analysed in all official iterations are planned (series SETS).

Sections VIII, IX and XIII will be analysed in the iterations records carried out in odd-numbered years (series IN ODD-NUMBERED YEARS).

Segments X, XI and XII will be analysed in the iterations records carried out in even-numbered years (series COUPLE).

The segment XIV divide their websites in 2 series, which will be analyzed in alternate years in the official iterations (series COUPLE and ODD series).

Observatory of Web Accessibility - EELL

Segments

There are 6 groups to categorize the web sites bearing in mind the provincial division and in the light of the characteristics of different local entities and thus to achieve comparable results:

  • Part I. Deputations. . Sitio web principal de todas las Diputaciones Provinciales, Cabildos y Consejos Insulares. En el caso de Comunidades Autónomas uniprovinciales no existirá el sitio web de la diputación.

  • II Capital segment. . Sitio web del ayuntamiento de todas las capitales de provincia.

  • Segment Most Populous III. . Sitio web del ayuntamiento de los municipios con población mayor de 20.000 habitantes (excluyendo la capital).

  • Media segment IV. . Selection of web sites of councils of municipalities with population some 5,000 to 20,000 people from each province.

  • Segment Small V. . Selection of web sites of councils of municipalities with population between 2,500 and 3,500 inhabitants of each province.

  • Part VI. Other services . Sitios web que no pertenecen a ninguno de los segmentos anteriores.

Of these segments, segments I and II will always be analysed in all official iterations are planned (series SETS).

The rest of segments, divided their websites in 2 series that will be analyzed in alternate years (series COUPLE and ODD series).

Observatory of Web Accessibility - Other

Segments

Exsten 3 grupos para categorizar los sitios web y así obtener resultados comparables:

  • I. Órganos segment constitutional and regulators . Includes all websites of major Organs of the constitution and constitutional significance, as well as other relevant integrated structures within the same and regulators. It also includes a selection of Counterpart bodies in the autonomous communities.
  • Part II. The Judiciary . Includes websites of the General council of the judiciary, as the main Courts and tribunals, as well as the administration of justice (organization at the service of judges and courts), considering both autonomous communities with powers transferred, as seen at the national level.
  • Universities segment III. . Websites are not transferred public universities and universities.

Todos los segmentos serán analizados en todas las iteraciones oficiales que se vayan planificando (serie FIJA).
