Proposal for a european framework for interoperability for smart cities and communities (EIF4SCC)

The objective of the EIF4SCC is to provide to the leaders of local administrations of the eu definitions, principles, recommendations, cases of practical use and a common model, to facilitate the delivery of services to the public in all domains, cities, regions and border controls.

In recognition of the importance of interoperability and the specific challenges presented in the context of a city, the commission (DG DIGIT and DG CONNECT) commissioned a two companies Proposal for a european framework for interoperability for smart cities and communities (Opens in new window) . Although there has been set up a EIF (Opens in new window) for electronic administration since 2010, this is the first time that the concepts and ideas developed there are adapted to the local context.

The framework was developed using and finding complementarities with previous initiatives and ongoing, as the non-aligned movement Living-in.EU (Opens in new window) , European Interoperability framework (Opens in new window) (EIF) in 2017, the minimum Mechanisms Interoperability (MIMs Plus) and the results of initiatives funded by the eu (such as Connecting Europe Facility (FSB), the Digital Building Blocks , Smart Cities Marketplace (Opens in new window) , Intelligent Cities Challenge (Opens in new window) or Digital Transition Partnership (Opens in new window) ) together with other projects financed by the eu ( Synchronicity (Opens in new window) , Triangulum (Opens in new window) , etc.).

The EIF4SCC aims to provide a generic framework of interoperability of all kinds and how it can contribute to the development of a (more) city/scp. This will pave the way for services for citizens and businesses to provide not only in one city, but also in all cities, regions and border controls.
