Published the study "Blockchain" digital for governments

The study conducted by ELISE "Blockchain for digital government: an assessment of the pioneering implementations in utilities" has just been published by the ISA ².

The ISA ² (Opens in new window) ( Interoperability solutions for public administrations, businesses and citizens ) has just presented this new publication ELISE (Opens in new window) ( European Location Interoperability Solutions for e-Government ) analysing seven services based soon ousted blockchain developed in europe, with active participation of public authorities at both national and local levels.

The list of projects considered includes:

Each one has been analysed with a structured framework multi-layer that covers the institutional aspects, functional, technical and financial aspects of a service deployed. Furthermore, the work has also considered the potential of each service based on blockchain to climb at eu level.

The study recognizes that can reduce blockchain bureaucracy, improve the efficiency of administrative processes and increase the level of confidence in the maintenance of public records.

However, blockchain has not yet proved to be a form of transformative innovation or disruptive manner to the government, as sometimes it is presented. We may consider the ongoing projects provide incremental changes - fundamental rather than to the operational capability; although it can result in some clear value for citizens to adopt these technologies.
