Submission of the office of the Virtual record (ORVE), a new step in the ‘ Administration without papers ’.

The secretary of State of Public Administrations, Antonio Beteta, has chaired the submission of the office of the Virtual record (ORVE), a new step in the ‘ Administration without papers', because it allows scanning of the role of the citizen in registration offices, applying the digitization at window with full legal validity, and sending electronically straightway the documentation to destination.

In this way, the paper is returned to the citizen, and not custody, or is filed, only forwards the image of the documents. This marks a significant cost savings, as it is estimated 3.5 per shipment, and time, both for the administration and to the citizen, reducing time limits from weeks to a few simple seconds.

Through ORVE, electronic interconnection of records to substantially reduce the cost of bag and exchange of the role between administrations, since the current regulatory framework and technical levels is possible to digitize completely the role presented in window and return it to the citizen.


This project has been in operation since last july 2 in the community of Madrid, where they have integrated 392 offices of all administrative levels: municipalities, autonomous offices and of the General state administration.

The secretary of state has been accompanied by the secretary of State of telecommunications and information society, victor Calvo-Sotelo Ibáñez-martín, Chair of madrid, Salvador Victory, the second deputy mayor of Madrid, Concepción Dancausa, and the secretary-general of the spanish federation of municipalities (FEMP), ángel Fernández, and the president of the federation of Municipalities To Madrid, David Pérez.
