Developed by organizations of valencian COSITAL ATIAL, together with a group of archivists and technicians in documentary management contains a model documentary management policy in the interests of local the EE.LL., especially smaller ones.

The Modelo de política de gestión de documentos electrónicos para Entidades Locales (PGD-eL) contains policy model local management, functional classification and documentary series that will enable the management of electronic documents of the municipalities, in the framework of the national scheme of interoperability, (ENI). This document for the benefit of local entities, especially those smaller and more difficult to develop a policy for the management of electronic documents.

This model is the result of the work done by valencian organizations of the college of secretaries, conductors and Treasurers Left of the Local administration (COSITAL), the association of engineering technicians of computer science at the Local Administration (ATIAL) together with a group of archivists and technical expertise in management.

It is convinced that in the local subsector seek spaces for convergence between Archivists, computer and municipal Secretaries, since a blended approach to provide a complete picture of the technical aspects of the documentary archivística and ict, and of the legal aspects of any public policy for the effective establishment of the administration.

From that conviction, on 28 april 2016 was established in the city of Tavernes de la Valldigna (Valencia) a multidisciplinary team that he had drafted the model, together with a Table of classification, with a view to making them available to all spanish municipalities which can be useful and, at the same time, to receive inputs to improve.

The ministry of finance and Public Service issued policy model electronic document management for Local Entities (PGD-eL) to facilitate its dissemination and support among local entities and serve as a basis for future work in this area by the working group of the document, Record and the commission Archivo-e sectoral E-government.
