New materials for the management of accessibility in mobile applications

It publishes new version of the accessibility guide of mobile applications as well as the first version of the report of the revision of accessibility specifically targeted at mobile applications.

On 20 september 2018 entered into force Royal Decree 1112/2018, of 7 september on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) , which reflected the spanish legal system the directive (EU) 2016/2102.

The royal decree provides in its final provision fifth that all provisions relating to applications for mobile devices are to be applied since 23 june 2021.

In this context, the ministry of economic and Digital Transformation – MAETD (responsibilities transferred from the ministry of Territorial policy and Pubic Function), through the Observatory of Web Accessibility, issued the second version of the Accessibility guide for mobile applications (Opens in new window) with the aim of helping in the development of mobile applications accessible, as well as in the process of revising the accessibility of the same. This second version of the guide adopts the new features introduced by the RD 1112/2018, the standard UNE-EN 301 549:2019 (converge ultimately with the WCAG 2.1 ) and the european executive decisions, as well as new market tools for the revision of accessibility in mobile applications.

This new version of the accessibility guide of mobile applications can be found at section " Accessibility of mobile applications (apps) "within" "materials of the accessibility section of the Portal of electronic administration - PAe.

Furthermore, article 17 of the royal decree provides that the entities bound must perform revisions of compliance with accessibility requirements of applications for mobile devices in the design phase as prior to its implementation, as well as for regular review of compliance with accessibility requirements in order to ensure the maintenance of their implementation over time. These reviews should cover all requirements and should take into consideration both aspects of autospellcheck as aspects of expert review manual. The result of these reviews should be reflected in a report containing a review of accessibility.

With the aim of facilitating the generation and transfer of information and its future MAETD aggregation to inform the european commission, the Observatory of web accessibility issued the report of the revision of accessibility for mobile applications that will be used for communicating the result of revisions of accessibility.
