The main challenges to boost sectoral areas

The Association Gaia-X Spain aims is to work together to the creation of an open data infrastructure, interoperable federated, following the values of sovereignty and digital data availability.

On 18 march was held the constituent assembly of the association Gaia-X Spain, whose headquarters are located in. The meeting brought together more than 150 entities of all kinds, including business, government agencies, universities and institutions of innovation, with the aim of combining efforts to the creation of an open data infrastructure, interoperable federated, following the values of sovereignty and digital data availability (Abre in new window) . The ultimate aim is to drive the transformation of strategic sectors within the framework of the economy of the data.

To make progress in this field, have been set up working groups. These groups seeking to take advantage of Gaia-X to develop data spaces (Abre in new window) where a number of sectoral actors share data on a voluntary and safe.

The working groups of national Gaia-X hub

Among the various working groups that have been put into practice, we find both sectoral groups, such as horizontal groups focused on enabling technologies, ethics and legislation. The aim is to develop the vision of the area of data on each sector of activity, as well as to obtain common principles and municipal councillors in all of them.

Working groups hub national Gaia-X facilitate the connection between enterprises and administrations and other entities that offer and demand services and technologies, data with a view to obtaining a proper development and interoperability of sectoral data. Also act as a meeting point where disseminating lessons learned, success stories and lessons learned.

These groups also participate in various events. One was Global Mobility Call organized by IFEMA MADRID and Smobhub the past 16 june to talk about sustainable mobility. It was attended by members of the working group's mobility Hub national Gaia-X. During the meeting reflected various challenges related to the creation of spaces, which, while focusing on the area of mobility, may be applicable to other sectors.

Four challenges to consider

1. To move from theory to practice

The creation of an area of data must be done from a clear approach bottom-up on the basis of specific cases of use, and maximizing the use of technological constructive blocks already available.

The first step is to identify the needs and opportunities that can be handled through the exchange and exploitation of the data in each sector. The user must resolve a specific need of business. It must be agreed an economic model and lay out the responsibilities that will acquire the actors involved, as well as a programme of incentives. Beyond the technical components, there is a need for assurances regarding operational considerations, legal and business to govern the exchanges of data.

In developing the use cases, it is essential to establish the catalogues of data exchange and exploitation, as well as the semantics of such data. It is also important that the solution search interoperability with analogous solutions, as well as establish mechanisms for continuous improvement of quality of data exchanged.

Cases of use must demonstrate the value derived from the sharing of data. For this you can take advantage of available spaces experimentation within hubs of Data Spaces Business Alliance (DSBA) as well as use methodologies agile to visualize results early.

2. Standardization

The recent proposal by the Law of the european data provides for the development of interoperability standards for the reuse of data between sectors, in an attempt to remove barriers to the exchange of data. In the absence of applicable standards, the commission will issue Orders to implementation.

In this regard, it is necessary to change the way in which the standards are generated to win agility. The members of the working groups may identify specific needs of standardization and even to propose solutions that might become the de facto standards.

On another front, it is necessary to invest in the convergence of different perspectives and approaches to the creation of spaces of existing data. Its development should not be seen in isolation, or from the vision of a single exclusive partnership, but the more holistically as possible.

3. Awareness raising activities and change management

In order to share data externally, there must be a culture of sharing internally. This change of mindset complex implies a change management where the support of leadership is fundamental. It is necessary to establish a culture of the data in the organizations to maximize its value.

4. Effective channels of communication and to disseminate the dynamization model

It is also essential to development workshops and congresses for addressing common problems, good practices and seeking synergies of action. To generate awareness, it is necessary to evangelize about the profitability that generates the data-sharing for law enforcement sector. This profitability did not derive only from their sale, but also of the generation of new products or enrichment of the existing ones, which brings value to your business.

 

These four general considerations must be clarified taking into account the specific needs of each sector to support the development of sectoral areas. These spaces would facilitate the creation of innovative solutions based on data and disruptive technologies, such as artificial intelligence, helping to boost the competitiveness of enterprises and the development of society in general.
