Availability of training materials on the 301 549: Requirements of accessibility of ICT products and services

The european directives on public procurement and accessibility of websites and mobile applications of the public sector make use of this standard.

The 2014 issued the directive 2014/24/EU of the european parliament and of the council of 26 february 2014, on public procurement that provides for requirements to Public administrations must be accessible, including all related to Ict.

On 2 december 2016 issued the directive (EU) 2016/2102 of the european parliament and of the council of 26 october 2016, on the accessibility of websites and applications for mobile devices of the public sector agencies. In the coming 12 months should be transposed to spanish law and will supersede and improve the conditions imposed on those already portals public administrations in royal decree 1494/2007, i.e. all portals to meet the requirements of priority 1 and 2 of the standard UNE 139803:2012 (equivalent to level AA WCAG 2.0 in) and to complement other existing legislation and law 34/2002 of 11 july, of the information society and electronic commerce.

The standard in 301-549 arose out of the Mandate 376 of the european commission to the european institutions of standardization in work linked to the public procurement directive. It has also been directly referred to in the directive rating public web sites. This rule, 301 549 establishes the requirements that will ensure that functional ict products to be accessible to all persons; for example, from a mobile phone to computers, via web pages; thus, the requirements for the web are based on the accessibility of web content WCAG 2.0, developed by THE W3C, being in line with the standard UNE 139803: spanish 2012. In addition, the european standard, describes the testing procedures and methodology for assessment of each of them. This rule has been adopted in english as catalog UNE-EN 301 549 by AENOR, the legal entity responsible for the development of technical standards in Spain.

To disseminate the implementation of this rule various public and private institutions have generated training materials or studies that could be useful to the public administrations and for any other actor related to the matter.
