The Observatory of Web Accessibility publishes the global monitoring report for the period 2020-2021

In the framework of the royal decree 1112/2018, the ministry of economic and Digital Transformation through the Observatory of Web Accessibility of the secretariat-General for administration, has prepared and sent to the european commission - the first report on the outcome of the follow-up for 2020-2021.

As set out in the Directive (EU) 2016/2102 (Opens in new window) on the accessibility of websites and applications for mobile devices of the public sector agencies (transposed to the spanish system through Royal Decree 1112/2018 (Opens in new window) ), member states should be submitted to the European Commission (Opens in new window) a report on the outcome of the follow-up to the conformity of websites and applications for mobile devices with accessibility requirements of the directive. This shipment be executed before 23 december 2021 and subsequently every three years.

The Implementation decision (EU) 2018/1524 (Opens in new window) (resulting from the directive) contains provisions for the submission of the report by the member states and identifies, inter alia, the format, content and frequency of submission of the report. Moreover, this decision lays down specific instructions on the methodology of any follow-up to, at the national level, countries have to fulfil. Provides two methods of follow-up:

  • The simplified follow websites
  • The in-depth follow-up of websites and applications for mobile devices.

Both approaches have resulted in spain three methodologies developed by the Observatory of Web Accessibility on the basis of which has been followed up on the conformity of the websites and applications for mobile devices with respect to accessibility requirements set out in the harmonized rule applicable in the period 2020-2021 ( IN 301549v2.1.2:2018 (Opens in new window) highlighted in its spanish version as UNE-EN 301549:2019 (Opens in new window) ).

Furthermore, according to specified Royal Decree 1112/2018 (Opens in new window) the body responsible for monitoring and reporting to the european commission is the Ministry of economic and Digital Transformation (Opens in new window) (responsibilities transferred from the ministry of Territorial policy and Public Service), work carried out in the Secretariat-General for administration Digital through Web accessibility observatory .

In this context the Observatory of Web Accessibility has carried out during the period 2020-2021 monitoring the conformity of websites and applications for mobile devices with accessibility requirements of the directive and prepared and sent to the european commission the first report on the outcome of the follow-up for 2020-2021, which has been published in the Portal.
