New technical note OBSAE. The receipt of invoices by electronic means in public administrations.

The invoice is an electronic record that complies with the same legal requirements laid down in the bill. The act makes it compulsory for all Public administrations of check electronically.

Last year 2013, published the law 25/2013 momentum electronic billing and establishment of the recording of invoices in the public Sector.

The standard creates two new concepts: the general point of entry of electronic invoices and the recording of invoices.

The aim is to better control of late payments, which have greater security for suppliers of goods and services of public administrations, including promoting and encouraging the Public Administrations that can make an invoice forcing check electronically with them their suppliers of goods and services.

The act establishes the compulsory electronic check on 15 january 2015. At that date, all public administrations bound by the rule should be checked electronically and it must be done under a number of requirements that set out a general point of entry of invoice, a common format and codification of units with the obligation to report on the invoice of the office of accounts, the Management body and unity of processing final recipients of the bill.

During this year 2014, following the publication of act 25/2013 have published a series of rules regulating in greater detail the two items created by law, and lays the foundations for the internal structure and its relationship with third parties.

These rules empower public administrations that can make use of the general point of incoming invoices third administrations. Specifically allows local authorities can use the points in the Council, of their autonomous community or the State. And the autonomous communities to make use of the general point of entry to the state.

The consolidation of a significant number of Public Administrations at the same point of entry, benefits, enabling a simple accession by the administration final use of electronic invoice to near zero cost. And because it simplifies the relationship of suppliers with the administrations, using for the vast majority of electronic invoices for public administrations to a single point of entry with a corresponding savings in time and effort of integration.
