The Directive 2014/55/EU of 16 april 2014 requires the definition of a common european standard for electronic invoicing semantic level, as well as additional products that enhance standardization interoperability in the level of usage.
The european standard defines a Basic Structure (CORE), which includes standard information compulsory in all invoices and a specification of the Basic Invoice (CIUS) which is a restricted version of the standard and using only one of the various options provided by the basic invoice.
To facilitate the adequacy of the public sector agencies in spain and its interoperability with the european framework, the secretariat-General for Digital Administration (SGAD), within the framework of the project co-financed by the european commission EUROFACE, the possibility of submitting invoices EN16931 format (UBL and CII) suppliers of goods and services of the spanish Public Administrations since 18 april 2019. These invoices must comply with the rules set out in icsu of FACe .
Therefore, local and regional administrations responsible attached to FACe (more than 8,000), regardless of the adequacy of their own points of incoming invoices, give effect to the directive, receiving invoices in european formats and CII UBL 2.1 since 18 april 2019.
