In the new European Commission report  The state-of-play report on digital public administration and interoperability 2021,  Spain stands out for another year in the performance of interoperability, ranking in most key indicators above the European average.

Within the evaluation of effectiveness and efficiency, the report cites as an example of good practices the creation of the Data Intermediation Platform (PID), which has experienced an important growth in the number and types of data enquiry and verification services that can be automatically accessed online by public authorities. Among the national initiatives to improve interoperability governance, the report highlights the Spanish one, where the Interconnection Registry System (SIR) has seen a great improvement in the last year with a total of nearly 11 million exchanges between public administrations.

In the implementation of the conceptual model of the European Interoperability Framework, the report highlights two Spanish cases: the Administrative Information System (SIA), which provides a single catalogue of information on administrative procedures and services for citizens; and the use of external sources and services, such as cloud services to provide access to base registries, digital identification, digital signing and digital payment.

The report sheds light on the initiatives that have been carried out during 2020 and 2021 in terms of digital public administration and interoperability in 35 European countries, as well as on the current state of interoperability within the European Interoperability Framework (EIF). For its evaluation, it is based on the 2020 and 2021 Digital Public Administration factsheets and the 2021 Digital Public Administration factsheets, prepared by the European Commission for each country.  The latter include the results obtained in the EIF Monitoring Mechanism 2019,  which measures the implementation of the EIF by the Member States, and is based on a set of 68 KPIs clustered within the three pillars of the EIF: principles, layers and conceptual model of interoperability.
