Open Data Maturity in Europe 2024

The Open Data Maturity Report in Europe is produced annually by the European Data Portal since 2015. It records the progress achieved by EU Member States as they push forward open data publication and reuse, as well as the different priorities set to enable this. The ODM 2024 includes not only the 27 EU Member States, but also 3 European Free Trade Association (EFTA) countries (Norway, Switzerland, Iceland) and 4 candidate countries (Albania, Bosnia and Herzegovina, Serbia, Ukraine).

The four dimensions of open data maturity include (1) the level of development of national policies promoting open data, (2) the features and data made available on national data portals, (3) the quality of the metadata on national data portals, and (4) initiatives to monitor the reuse and impact of open data.

In the 2024 edition, Spain holds sixth place in the global ranking, fifth among EU countries, placing it in the group of Trendsetters.

Of the four dimensions analysed, Spain stands out especially in the "Impact" dimension, where it achieves the highest score and leads the ranking. In all dimensions, Spain has a score above the average of EU countries: 96% compared to 91% for EU27 in Policy; 96% compared to 82% in Portal; 100% compared to 80% in Impact, and 88% compared to 79% in Quality.

The report highlights various Spanish initiatives such as: within the framework of the Political dimension, the promotion of open data through social media; in terms of Portals, interaction with users; in relation to Data Quality, the automatic metadata collection workflow and guides to improve data and metadata quality; or the Aporta Initiative within the framework of Impact of Open Data.
