According to the eGovernment Benchmark 2023 published by the European Commission, Spain is located at the medium-high level of digital government maturity with 79%, above the European average (70%), ranking 12th among the 35 countries analyzed.
Among the indicators that measure the performance of Digital Administration policies, Spain stands out especially in User Centricity (98 points compared to 90 on average in the EU), which measures whether a service is offered online (95 versus 88), if there are support and help functionalities (98 versus 92) and if it is adapted to mobile device (90 versus 93).
In the rest of the indicators, Spain is all above the average of the EU countries: Transparency (73 points compared to 62 in the EU), Key enablers (81 compared to 71) and Cross-border services (67 compared to 57). Among other data, the report highlights that 96% of services are online, 67% of government portals show if personal data was consulted, 84% of services accept eID login, 73% of services are online for cross-border users and 83% of services have pre-filled personal information.
