According to the 2024 edition of the " Global Cybersecurity Index
" (GCI) of the International Telecommunications Union (ITU), which was published in September 2024, Spain is ranked at Tier 1 (T1), both globally and in the European Union.
The GCI is a composite index to measure the commitment of ITU's 194 Member States, based on data collected in 2023-2024, with five pillars of cybersecurity: Legal Framework, Technical Measures, Organizational Measures, Capacity Building and Cooperation Measures. In the 2024 edition, the ranking of countries has been replaced by tiers (from T1 to T5), which better contextualizes the countries within the different groups.
