The 'Digital Decade Report 2023' of the European Commission replaces and expands the series of reports published in previous years entitled Digital Economy and Societies Index -DESI- and includes the actions that each country has taken to achieve the goals and objectives established in the Digital Decade. This report is aimed at measuring and evaluating, through individualized monitoring, the progress and evolution of each of the Member States of the European Union in terms of digitalization.
The 2023 report confirms the improvement of Spain in all indicators compared to the previous DESI report and the European Commission presents a very positive view of the efforts made in the different digitalization projects and initiatives deployed with the Spanish Digital Agenda, aligned with the objectives of the Digital Decade program.
In the section on the digitalization of public services, the report highlights the good performance of Spain and its positioning above the European average in practically all the areas analyzed. In particular, Spain is well above the EU average in the indicators that measure the number of users of eGovernment services (84% versus 74%); the availability of online public services for citizens (86% vs. 77%) and businesses (91% vs. 84%); the proactivity of public administrations when providing pre-filled forms to citizens and companies (83% versus 68%) and access to electronic health records (83% versus 72%).
These data show the high level of online interaction between public authorities, citizens and businesses. The report highlights that Spain is currently implementing several measures that will improve the level of the most demanded public services. Among them, the Commission cites: the App Factory programme for the development of mobile applications; My Citizen Folder, the new app that has already accumulated more than 1,400,000 downloads; digitization and modernization of local entities; the launch of an Inter-administrative Digital Ecosystem; the National Cloud Services Strategy or the development of an intelligent automation service.
Within the framework of the objective that 100% of EU citizens have access to their electronic health record, the Commission highlights that Spain is carrying out a health data space to collect health data, from different information systems, and process and analyze it to improve a series of areas, such as diagnosis and treatments; predictions of health risks; pattern identification; and citizens' access to their health records.
