The Global Innovation Index 2025

The Global Innovation Index 2025 (GII 2025), prepared by the World Intellectual Property Organization (WIPO), analyzes the innovative performance of 139 economies through 78 indicators grouped into 7 pillars, in addition to ranking the top 100 innovation clusters in the world. It monitors global innovation trends through investment patterns, technological progress, adoption rates, and socioeconomic impact.

Its central theme this year has been "Innovation at a crossroads", and it highlights among its conclusions that we are facing a stage of global transition with strong technological advances, but more moderate investments. This year's report reveals that innovation is facing a tipping point: high scientific productivity, low investment expansion and uneven technological adoption. It highlights, among other things, that: science and technology are advancing, but investment momentum is slowing down; emerging economies continue to strengthen their capacities, reducing the gap with advanced economies; and the social impact is generally positive, except in climate matters.

The latest edition gives Spain a score of 44.6 points, placing it in 29th position out of the 139 countries analysed, 18th among European countries, in the group of countries whose performance is in line with their level of development.

The index analyzes 7 pillars: Institutions, Human Capital and Research, Infrastructures, Market Sophistication, Business Sophistication, Knowledge and Technological Results, and Creative Results. Spain is located in all pillars, except Institutions, in the quartile of best actors (between positions 1 and 33), especially in Infrastructure, where it occupies 11th position (three above the previous edition). The report highlights that Spain is obtaining good results in spending on software (2nd), industrial designs (11th) and global corporate investors in R+D (14th).

Within the Infrastructure block, Spain ranks 20th in terms of Information and Communication Technologies (ICT) with a score of 90.8, among which the Government Online Service obtains a score of 88.6, ranking 22nd. This section also analyses the use of and access to ICT and the online participation of citizens, highlighting the very high ICT coverage: 98.6 for internet access and 85.1 for internet use.

Among the innovation clusters, Barcelona, in 45th place, and Madrid, in 47th, are among the Top 100 worldwide, standing out especially in the field of scientific publications.
