Open Data Maturity in Europe 2025

The Open Data Maturity Report in Europe has been produced annually by the European Data Portal since 2015. It tracks the progress made by EU Member States as they promote the publication and reuse of open data, as well as the different priorities they establish. In addition to the 27 EU Member States, the report also includes 3 countries from the European Free Trade Association (EFTA) (Norway, Switzerland, Iceland) and 6 candidate countries (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia, Ukraine).

The report analyzes four dimensions of open data maturity, which include: (1) the level of development of national policies that promote open data, (2) the characteristics and datasets available on national data portals, (3) the quality of metadata in national data portals, and (4) initiatives to monitor the reuse and impact of open data.

In the 2025 edition, Spain ranks fifth among European Union countries and sixth among all countries analyzed, tied with Italy. Specifically, it achieved an overall score of 95.6%, well above the average of the analyzed countries (81.1%). With this figure, Spain improves its score compared with 2024, when it obtained 94.8%. With this position, Spain once again ranks among the “trendsetters” in open data—those countries that set trends and serve as examples of good practices for other States.

According to the report, Spain strengthened its leadership in open data through the development of strategic policies, technical modernization, and innovation driven by reuse.

The policy dimension reached a score of 99.2%, compared with last year’s 96%, standing out above the European average of 93.1%. The reason for this growth is progress made in the regulatory framework. In this regard, the report highlights the creation of the 5th Open Government Plan, developed through a co‑creation process involving all stakeholder groups. Another relevant point is that Spain promoted the publication of high‑value datasets, in line with Implementing Regulation (EU) 2023/138.

The remaining dimensions remain stable, all with scores above the European average: in the portal dimension, Spain obtained 95.5% compared with the European 85.45%; in the quality dimension, it scored 87.8% versus 83.4% in the other analyzed countries. The Impact dimension continues to be Spain’s strongest area, with 100% compared with the European average of 82.1%. In this dimension, Spain remains a leader thanks to a clear definition of reuse, systematic measurement of data use, and the existence of impact examples in governmental, social, environmental, and economic fields.
