OECD Digital Government Index 2025

The OECD's Digital Government Index and Open, Useful and Re-usable Data Index 2025(Abre en nueva ventana) presents the results of two key indices that assess the digital maturity of governments:

  • the OURdata Index, which assesses government open data policies and practices, across three pillars (Data Availability, Data Accessibility, and Government Support for Data Reuse);
  • and the Digital Government Index (DGI), which measures the degree to which governments have the foundations and capabilities for a coherent and people-centred digital transformation, based on six dimensions (Digital by Design, Data-Driven Public Sector, Government as a Platform, Open by Default, User-Centred and Proactive).

In the DGI, Spain occupies eleventh position with 0.75 points, above the average of OECD countries (0.70). It thus climbs 4 positions compared to the 2023 index and adds 0.16 points more. In the six dimensions analysed, Spain exceeds the OECD average score:

  • 0.82 in Digital by design;
  • 0.82 in Data-Based Public Sector:
  • 0.74 Government as a Platform;
  • 0.63 in Open by default;
  • 0.73 in User-centric;
  • and 0.78 in Proactivity.

All this demonstrates strong digital governance and clear institutional structures, a notable advance in data leadership and interoperability, a good development of digital identity, cloud and common platforms, advances in user-centered design and a good use of AI and anticipation of needs.
