The State-of-play report on digital public administration and interoperability 2024(Obri en nova finestra) , of the European Commission, underlines that European countries have adopted a wide array of initiatives aimed at supporting the digitalisation of the public sector. In this context, particular efforts were noticed in the health sector, as well as sustainable digitalisation, and initiatives linked to digital inclusion and skills development in order to overcome the current digital dividix. Likewise, the interrelation between interoperability and data has received wide attention thanks to the focus on data governance and reusability, and the development of data platforms and registries to streamline public service delivery

Spain, as reflected in the  Monitoring of the European Interoperability Framework (EIF)leads the average results in the three fields analyzed: KPIs, EIF Recommendations and EIF Pillars. The EIF Monitoring Mechanism is organized into three pillars (Principles, Layers and Interoperability Conceptual Model) that group 47 recommendations and 68 KPIs.

This year's report highlights, within the principle of evaluating the effectiveness and efficiency in the implementation of interoperability, the Spanish Catalogue of Standards, based on the results of the questionnaire completed by the different administrations and which is reviewed twice a year. Among the external services and sources of information, the report highlights the existence of cloud services to provide access to base records, digital identification, digital signature and digital payment.

In the field of cybersecurity, the report gives as an example the Territorial Networks of Technological Specialization (RETECH) program, which is developing initiatives focused on attracting and generating talent in the cybersecurity sector, through training at both supply and demand levels. Likewise, initiatives will be launched with the aim of training and raising awareness among citizens in basic cybersecurity skills for an appropriate and safe use of new technologies.
