Accessibility standards

Accessibility is an issue treated and considered prominently in both national and international levels. This led to the creation of a number of resources to specify the characteristics which must meet the content available through Internet Web technologies, Intranets and other computer networks, so that they may be used by most people, including persons with disabilities and elderly persons, independently or with the support of relevant techniques. These remedies include:

UNE-EN 301 549:2022, “ requirements of accessibility of ICT products and services applicable to public procurement in europe ” – “ Accessibility requirements suitable for public procurement of ICT products and services in Europe ”

This rule, as well as its predecessor, establishes the functional requirements that will ensure that ict products to be accessible to all persons; for example, from a mobile phone to computers, via web pages; thus, the requirements for the web are based on the accessibility of web content WCAG 2.1, developed by the W3C.

The standard UNE-EN 301 549:2022 is the version in english by AENOR (entity responsible for the development of technical standards in Spain) of the european norm EN 301 549 V3.2.1 (2020-08) issued in ETSI (Opens in new window) .

Rule In 301 549 v3.2.1 (2021-03) "accessibility requirements for ict products"

The standard 301 549 V3.2.1 (2021-03) "accessibility requirements for ict products" (Opens in new window) specifies the functional requirements of accessibility applicable to products and services that include ICT (websites, software, native apps, documents, hardware, etc). In addition to describe the procedures and the evaluation methodology to follow for each requirement.

Thus, since the 12 february 2002 , is the standard that applies in the spanish Public Administrations .

UNE-EN 301 549:2019, “ requirements of accessibility of ICT products and services applicable to public procurement in europe ” – “ Accessibility requirements suitable for public procurement of ICT products and services in Europe ”

This rule provides the functional requirements that will ensure that ict products to be accessible to all persons; for example, from a mobile phone to computers, via web pages; thus, the requirements for the web are based on the accessibility of web content WCAG 2.1, developed by THE W3C, being in line with the standard UNE 139803 spanish ‘ accessibility requirements for Web content. In addition, the european standard, issued in ETSI (Opens in new window) , describes the testing procedures and methodology for assessment of each of them. This rule has been adopted to our catalog english as UNE-EN 301 549:2019 by AENOR, the legal entity responsible for the development of technical standards in Spain.

The State secretariat for Public Administrations had signed an agreement with AENOR   for the dissemination of this rule through the Portal of E-government. Is prohibited the distribution of this document by other than those authorized by AENOR.

The standard 301 549 V2.1.2 (2018-08) "accessibility requirements for ict products" (Opens in new window) specifies the functional requirements of accessibility applicable to products and services that include ICT (websites, software, native apps, documents, hardware, etc). Accessibility standards Web content accessibility guidelines (WCAG) 2.1

The Web Content Accessibility Guidelines (WCAG) 2.1 are the latest version of the guidelines of accessibility of Web content of the W3C (World Wide Web Consortium).

The standard IN 301-549 v2.1.2 (2018-08) (Opens in new window) it is aligned with the WCAG 2.1 and therefore introduces all changes to the latter: new approaches in accordance, new pattern "2.5 Modalities of entry", etc.

It is also worth mentioning that in this new version did not change the criteria of conformity in the pre-existing WCAG 2.0 or even their numbering.

WAI-ARIA Accessible Rich Internet Applications

Standard ISO/IEC 40500:2012

The standard ISO/IEC 40500:2012 (Opens in new window) adopted in october 2012, is the international standard reflecting the web accessibility guidelines WCAG 2.0. Thus, the various national legislations can collect references to this standard in favour of the international harmonization.

UNE 139803:2012. Accessibility requirements for web content.

It is a spanish rule that establishes the requirements of accessibility to the web content. In terms of its requirements reference of the Patterns of Web content accessibility WCAG2.0 (Opens in new window) of the Initiative for Web accessibility (Opens in new window) (WAI) of Web consortium (Opens in new window) (W3C) there is therefore a direct equivalence between them. This regulation updates the UNE 139803:2004.

The State secretariat for Public Administrations has signed an agreement with AENOR (Opens in new window) for the free distribution of this rule a través del Portal de Administración Electrónica. Web Content Accessibility Guidelines WCAG 2.0

The WCAG 2.0 (Opens in new window) it is an evolution of the WCAG 1.0. This is a recommendation on how to make accessible the contents of the website to persons with disabilities and were adopted in december 2008. Unified Methodology of Evaluation UWEM Web 1.0

UNE 139803:2004. Accessibility requirements for web content.

The standard UNE 139803:2004 is a spanish rule, which has taken as a starting point for its realization the guidelines for the Accessibility of content in the Web 1.0 (WCAG 1.0) of the initiative on the Web Accessibility (WAI) of the partnership in the Web (W3C). In most of the requirements of accessibility both norms are equivalent but the standard UNE is slightly more demanding and has increased the priority of one of these conditions. Therefore, a portal to fulfil the UNE will also be in accordance with the WCAG 1.0. However, a portal in accordance with the WCAG 1.0 you might need to make any modification to achieve a certain level of accessibility according to the standard UNE.

Spanish law, by royal decree 1494/2007 of 12 november, which was adopted. Regulation on the basic conditions for persons with disabilities with access to the information society forced to websites of the public administrations to meet the requirements of priority 1 and 2 specified in the standard UNE.

    There are still divergent views on how and when to implement the new standard UNE to spanish public administrations. The Only progress so far are that the ministry of industry has already issued resolution confirms that the rule of 2012 replaces the 2004 http://www.boe.es/diario _ boe/txt.php? id = BOE-A-2012-12326 properly Informed when we have more information.     Hola, Mi consulta es sobre el estado normativo u operativo de aplicación de la nueva versión WCAG 2.0 que sustituyan a las 1.0. ¿Hay previsión de fechas? ¿Hay alguna práctica en la AGE que nos habilite a aplicar WCAG 2 en lugar de la 1, aunque se dejaría de cumplir con la norma UNE 139803:2004? Gracias.
