Accessibility observatory

The Observatory of accessibility is an initiative of the Ministry of Territorial Policy and Public Function which aims to help improve compliance in the matter of accessibility of the portals of the administration (AGE, CCAA and EELL).

Within this initiative will provide these services:

  • Web Accessibility observatory. Periodic survey that provides data for assessing the portals with the objective of having status information and evolution of Web accessibility in them.
  • Basic online service diagnosis of Web accessibility . Service to each department of public administrations undertaking, directly, automatic analysis of accessibility compliant to the study of the observatory based on the standard UNE 139803:2012. Available to members of the Accessibility community
  • Reference documentation on accessibility to help the developers: rules, best practices, specific documentation on the creation of accessible content and its check, FAQ to answer questions or doubts more prevalent in web development accessible, etc.
  • Accessibility community . Meeting point of the managers of web portals of public administrations to share information and experiences and resolve doubts. Also allows access to basic online service diagnosis of Web accessibility.

Temporary area

Initially, studies of the observatory of Web Accessibility is planned to be carried out during 2010 and early 2011. For each of the Fields, several executions were carried out of the study which allowed to show the evolution of the state of accessibility in this period.

Given the degree of success and acceptance of the initiative, as well as the good results obtained, it was decided to prolong their activity during 2011 complete.

During 2012 and 2013 remained the activities of the diagnostic service on line and the community accessibility. Likewise was upgraded generation of aid materials before the adoption of the new standard UNE 139803:2012.

From 2014, it has worked to refresh and update all services to the new standard UNE 139803:2012 (equivalent to WCAG 2.0). In July 2015 was approved the first methodology based on this standard. In April 2018 adopted the current methodology (Opens in new window) (version 2) and all services adapted to it are available for public administrations.

Methodology of studies

The revision of accessibility of studies of the observatory of Web Accessibility is done via an automatic methodology developed specifically for this observatory. This methodology takes into account only 20 accessibility checks. Each verification consisted of several checks automatically. Through specialized metrics could include some revision checks usually manual.

In July 2015 was adopted first methodology using the standard UNE 139803:2012 (WCAG 2.0) by the group of "websites of the General administration of the state" and by the group of "observatory, indicators and measures" of sectoral Comitsión Electronic Administration (regional and local governments).

The current methodology it also uses the standard UNE 139803:2012 was adopted by the working group of "Accessibility in the TIC in the AAPP" the steering committee TIC and "observatory, indicators and measures" Sectoral committee of Electronic Administration in April 2018.

All services offered in 2010, 2011 and 2012 used a methodology equivalent but based on the standard UNE 149803:2004. There are 2 equivalent versions UNE methodology 139803:2004 - General Administration of the state (Opens in new window) and UNE methodology 139803:2004 - regional and local governments (Opens in new window) . The only difference between the two is the different distribution of segments.

Results of studies

In each execution in each niche of studies of the observatory is generated:

  • Report added. In order to obtain some overall results that allow a quick overview of the state of accessibility of the portals of the administration, it generates a report of aggregated results. These reports, contain both the overall results, as the results obtained by different groups of portals in which the observatory structure, offering different comparatives between them.
  • Individual reports. Individual reports are obtained for each portal analyzed, which contain the detail of the results obtained in each of the pages analysed in the observatory. These reports are referred to the corresponding responsible del portal analyzed so that they can use in improving accessibility.

Segments

Are considered 5 groups of portals depending on your level of importance within the administration, its content type, or its purpose

  • Main segment. Portals main ministries and Government Agencies greater access.
  • Segment Agencies. Portals tags from the rest of the agencies.
  • Thematic segment. Portals managed by the administration but not to identify the body: promotional webs, specific information on certain aspects, services, data collection, etc.
  • Other segment. Other state agencies and administration.
  • Segment Headquarters. electronic Headquarters.

Planning

With regard to UNE 2004, there were a total of 6 iterations of the observatory distributed as follows:

  • First execution basis. Mid May 2010.
  • Second execution. Mid-July 2010.
  • Third execution. Late November 2010.
  • 4Th execution. Final implementation of the first cycle. Mid-February 2011.
  • 5Th execution. October 2011.
  • 6Th execution. April 2015 (only for comparative purposes with new standard).

With regard to UNE 2012, there have been 5 iterations of the observatory distributed as follows:

  • First execution basis. September 2015.
  • Second execution. November 2015.
  • Third execution. August 2016.
  • 4Th execution. December 2016.
  • 5Th execution. November 2017.

With regard to UNE 2012, has been done 1 iteration of the observatory using the current methodology (version 2):

  • First execution basis. May 2018.
  • Second execution. Mid-November 2018.

Web Accessibility observatory - CCAA

Segments

Are considered eight groups of portals, each of which contains the same kind of portal of each Autonomous Community:

  • Main Portals I. segment of each Autonomous Community.
  • Segment II. Official Gazettes of each Autonomous Community.
  • Segment III. Parliament of each Autonomous Community.
  • Segment IV. electronic Headquarters or Virtual Offices (one for each community).
  • SEE segment education Portals.
  • Segment VI. Portals of Employment.
  • Segment VII. Health portals.
  • Segment VIII. Portals of Tributes.

Segments

The sample is divided into four groups of portals (segments), each of which contains the same kind of portal of each province:

  • Main Portals I. segment of the county council of each province.
  • Segment II. do concello Portals of the capital of each province.
  • Segment III. Portals of the municipality of largest population of each province (excluding the capital).
  • Segment (IV. Portals of municipalities of between 3000 and 4000 inhabitants of each province.
