Report on digital State-of-play public administration and interoperability 2023
of the european commission, shows that the european countries have adopted a wide range of initiatives to facilitate their path towards a more digitised public sector
, confirming a trend that has been noted over the past few years, especially after the pandemic of COVID-19. Also, the report suggested that the public administrations continue to pursue a “ change of mentality ” with respect to the use of digital tools and design of public services, being the centre the user, usability and interoperability.
Spain, as shown by the

, the average of results in all three areas analysed:
KPIs, recommendations of the EIF and pillars of the EIF
. The follow-up mechanism of the EIF is organized into three pillars (Principles, levels and Concept of interoperability), reaching 47 recommendations and 68 KPIs. In most of these indicators, spain is situated above the european average. Thus, in 43 of the 47 recommendations Spain obtains the maximum score at the group of countries with high performance.
This year's report stresses under the heading of
Exchange of data between administrations
the case of Spain, whose registros-base developed at the local, regional and national levels are interconnected through the intermediary Platform: “ In constant expansion, the platform allows any administration consult 130 certificates offered by more than 45 data suppliers. The libraries of software developed by the platform can be used as part of integration software to facilitate the connection of records the ground. ”

the report insists on best practices among the countries that have chosen to measure the impact of the digital legislation before its adoption; in the case of Spain noted that “ in accordance with the code of E-government, spain issued regulatory impact reports for each project of law, to review the level of digitization of a particular proposal considering administrative simplification with digital procedures, among other criteria. ”
