The purpose of the document is twofold, firstly, show a clear and concise record of those responsible for local entities the reality of the risks and threats emanating from cyberspace and, secondly, to point out the guarantees offered by the National security , forced observance by all the relevant local, as well as to outline a catalogue of the requirements and responsibilities more meaningful than the responsible state should take into consideration in order to ensure information security and the services provided.
The document includes a chapter devoted to the problem of cybersecurity at the local level. Below, chapter 4 details the requirements for the implementation of National security in this type of entities.
Chapter 5 details the organs necessary and complementary to the management of the cybersecurity and, finally, chapter 6 deals with the provision of external services and its alignment
