The guides of the Observatory of Web Accessibility are updated WCAG 2.1

We have examined the existing guides have been updated and those affected by the new standard WCAG 2.1. Furthermore, it has also updated the directory of validation of accessibility to adapt to european requirements.

On 20 september 2018 entered into force Royal Decree 1112/2018, of 7 september on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) , which reflected the spanish legal system Directive (EU) 2016/21022 (Opens in new window) .

In the royal decree establishes accessibility requirements as to meet the set forth in the harmonized rule that the european commission has published on 21 december 2018 through the implementation decision (EU) 2018/2048. This standard harmonized system is based on the latest version of the rule 301 549 V2.1.2 (2018-08) (Opens in new window) “ requirements of accessibility of ICT products and services ” which in turn, a technical level, ultimately converges with the new WCAG 2.1 (Opens in new window) of the W3C (patterns of Web accessibility initiative).

Under this new framework, the ministry of Territorial policy and Public Role, through the Web accessibility Observatory, has adapted the previously existing guides that are affected by the new requirements of the harmonized standard, and therefore the WCAG 2.1. These new versions of the guides can be found in section " Practical Manuals "within" "materials in the portal of electronic administration - PAe.

Below are the new guidelines:

  • Accessibility guide in Electronic Headquarters : This guide is to help the technicians are responsible for the development of electronic Headquarters in include electronic mechanisms so that they be accessible according to the requirements that establishes the regulations in force, allowing them to access to all users, regardless of their own shortcomings or arising out of their environment.
  • Guide of basic issues of Accessibility to publishers end of Contents : The purpose of this guide is to provide an overview of the management of the accessibility of content using managers, stressing particularly the critical role played by the end of content publishers. Intended as an aid to these final editors of content in which reflected the issues of accessibility that must be taken into account in the daily edition of the contents and get sites accessible.
  • Accessibility guide managers of Contents : The purpose of this guide is to provide an overview of the management of the accessibility of the managers of contents. Intended to be a technical aid for managers of websites, in which reflected the issues of accessibility that must take into account and implement in a content management system to achieve accessible sites.

Furthermore, it has also prepared a revised version of the Guide to Web accessibility validation . The purpose of the guide is to serve as a reference to carry out evaluation processes or revision of accessibility of content on a web site, relying for that purpose in various automated tools and manuals, during the different levels of life. This guide is intended to be helpful for developers, editors of content or other personnel, in general, that is related to the validation of the objectives of accessibility of a website from the initial moment of its design to the content management and monitoring in production. In this case, in addition to the alignment with the new WCAG 2.1 and update the relationship of tools available, there have been the requirements for accessibility revisions according to the RD 1112/2018 and the constraints imposed by Implementation decision (EU) 2018/1524 (Opens in new window) with regard to revisions of accessibility. These requirements will have to be applied by all websites of the public authorities.

However, continuous pending definition and consensus the format that will review Reports "accessibility" specified in the RD 1112/20018. While this format, the reviews carried out will be reflected in a free format.

These guides the recently published also Adjustment guide WCAG 2.1 since WCAG 2.0 , whose aim is to help those responsible for websites and applications to WCAG 2.0 to adapt them to the new WCAG 2.1; and Guide for the insertion of subtitles on Youtube , whose aim is to help the editors of content of inserting, editing and export of subtitles.
