The european commission has published the The Plan of action of E-government 2011-2015 on 15 december, during the conference of E-government organized by the belgian presidency of the eu. At the opening intervenes commissioner Nellie Kroes, responsible for the communication containing the Plan of action, together with Herman Van Rompuy, president of the EU. The Plan of action will be the realization of the strategy agreed upon by member states in the malmö Ministerial declaration adopted in november 2009. The Ministerial Declaration and Plan of action are the basis of a common european strategy which aims to make the E-government in the next five years as a tool to achieve greater participation of society in public affairs, enabling a lever of the single market and cornerstone of public administration more efficient and effective, all of this strategic enabling relying on interoperability and electronic signature.
