Subsequently to be issued this new guide that provides guidance to the administrations in the provision of applications in the service to promote technological reuse raised in Law 40/2015.

The Guide for the provision of service in way applications intended to serve as a support tool for public administrations which want to make applications, platforms, infrastructure or processes in service to others.

For this, and with the aim of encouraging this type of service that poses a major cost savings for the public sector, this guide develops recommendations on:

  • Types of possible arrangements that can articulate the provision of applications in service.
  • Delivery conditions that may affect these services.
  • Model of support for applications in service.
  • Training strategy.
  • Models of operation and maintenance of this type of service.
  • Responsibilities in meeting the conditions of service to good use.
  • Considerations of confidentiality, data protection and security.
  • Management of the evolution and demand in this type of service.
  • Potential economic benefit, taking into account the turnover may not be a profit for the administration provider for implementation at the service.
  • Aspects to be taken into account in the return of the service provided.

The main sectors which is led this guide practices include:

  • Responsible for the provision of the implementation at the service, either as direct suppliers, brokers, enabling assets or any other form of which is defined in terms of the type of services.
  • Responsible for management activities related to the service provided.
  • Team to provide training and educational materials related to this type of services.
  • Members of departments of computer security, pursuant to rule LOPD or take over and confidentiality.
  • Responsible for audit of this type of service.
  • Subscribers at service applications, both real and potential.

The publication of this guide responds to the existing demand for re-use of applications and solutions in the field of public administrations, in accordance with the law 11/2007, in the new law 40/2015, in The Legal Regime of the public Sector and the National Scheme for interoperability.
