Issued new guidance on how to inserting and editing subtitles on YouTube

The Observatory of Web Accessibility has prepared this guide to help the public administrations in the process of making its multimedia contents accessible recorded in accordance with the requirements of RD 1112/2018

On 20 september 2018 entered into force the majority of the provisions of the Royal Decree 1112/2018, of 7 september on accessibility of websites and applications for mobile devices in the public sector (Opens in new window) . In its article 3 “ Scope of application ” paragraph 2 provides a list of contents forced including multimedia content or temporary basis, meaning “ multimedia content from the temporary base ” any multimedia file of the following types: single audio, video, audio and video, or any of the previous combined with interaction (article 4 "Definitions ”).

This obligation applies to all the multimedia content from the temporary base generated by public administrations and disseminate through their web sites and mobile applications, regardless of the technological platform used for this. Therefore, affects the contents that may be going up platforms like YouTube, Facebook, etc.

It is for this reason that has this eminently practice guide, focused and editors of content for the insertion, editing and export of subtitles.

For all platforms listed above, YouTube is chosen for the elaboration of this guide because essentially three reasons:

  • Has a high market penetration, remain a key platform for dissemination of video.
  • Is used by many Public administrations.
  • Offers tools and services for the automatic generation of subtitles, they do very easy creation, editing and export to a file.
