The OECD's Digital Government Index and Open, Useful and Re-usable Data Index 2025 presents the results of two key indices that assess the digital maturity of governments:
- the OURdata Index, which assesses government open data policies and practices, across three pillars (Data Availability, Data Accessibility, and Government Support for Data Reuse);
- and the Digital Government Index (DGI), which measures the degree to which governments have the foundations and capabilities for a coherent and people-centred digital transformation, based on six dimensions (Digital by Design, Data-Driven Public Sector, Government as a Platform, Open by Default, User-Centred and Proactive).
In the OURdata Index, Spain obtains a score of 0.76, which places it among the top 5 in the OECD, along with France, Korea, Poland and Estonia. It stands out especially in the pillar of support for data reuse with 0.91 points, which measures initiatives by governments to participate in partnerships and events aimed at raising awareness of government open data and encouraging its reuse, as well as to involve public officials in the publication of open data and in the analysis and reuse of data. It also assesses efforts to conduct impact assessments of government open data and to show examples of reuse.
In the other two pillars, Spain is above the average for OECD countries: 0.59 in data availability (compared to 0.53 in the OECD), which indicates a good volume of available data; and 0.77 in data accessibility (compared to 0.67 in the OECD), which demonstrates its strength in open formats, metadata, APIs and publication requirements.
