The ministry of finance and Public Administrations is responsible for the incorporation of information and communications to the provision of public services and development of electronic administration and cooperation with other public administrations in this area, with the management, direction and impetus to the state secretariat for Public administrations.
The state secretariat for Public Administrations offers its collaboration with the remaining public administrations for the introduction of electronic services provided for by law 11/2007 of 22 june, electronic access of citizens to public services and as described in articles 15 (use of advanced electronic signature), 27.7 (use of electronic means of a privileged position in communications with other public administrations), 28 (practice of delivery by electronic means) and 43 (communications network spanish administrative departments).
The objective with this convention is the sharing of basic technological solutions for e-government by the General state administration and of the principality of Asturias and its Local entities.
The signing of this agreement will enable the General state administration and the principality of Asturias take a series of obligations to the sharing of the basic solutions spammed.
Likewise, to improve the service to the citizen and maximize the solutions, opens to local entities the possibility of access to the same, through respective accession agreement, in accordance with article 57 of the law on Local government Bases.
