The European Commission has launched a public consultation eIDAS

The European Commission is carrying out, until the next 25 october, a public consultation on the road map towards safe electronic transactions (eIDAS).

The objective of the public consultation (Opens in new window) is determining how the regulation applies eIDAS (on services of confidence in the internal market) in the eu member states.

eIDAS aims to secure electronic transactions in europe, and the support of the building blocks eID, eSignature and eDelivery Connecting Europe Facility (CEF).

eIDAS has led to the establishment of standards for secure digital interactions with tools such as electronic signatures, stamps, timestamps, delivery and certificates of authentication of websites. The regulation has also given to certain electronic signatures the same legal position that the traditional signatures on paper.

Safe electronic transactions are important for the future of europe and the single digital market. Ensure profitable operations of the public sector and increase the competitiveness of our businesses on the current digital climate.

Comments received from the public consultation will be used to assess the effectiveness, efficiency, relevance, coherence and added value of the regulation. The results will be detailed in a separate, possibly will include recommendations relating to the approach, technology or a new legislative proposal.

In addition to the public consultation, the evaluation also will incorporate inputs from questionnaires and interviews with key stakeholders, as well as documentary research on a wide range of publicly available sources.

The public consultation takes place in the fourth quarter of 2019 and closes on 25 october 2019 (midnight, brussels time). The committee will adopt recommendations in the second quarter of 2020.

The EFC programme and the benefits of eIDAS

The implementation of the framework eIDAS throughout europe is supported by the EFC programme of the commission. THE EFC provides funds in the form of grants and support services for its digital building blocks, with the following building blocks for eIDAS:

  1. The THE FSB eID (Opens in new window) Building Block is for that service providers in the public and private sectors identified electronically to consumers (citizens, businesses, customers, public authorities, etc.) from other european countries. This is done via the mutual recognition of national schemes of electronic identification (eID), as defined in regulation eIDAS.
  2. THE FSB eSignature (Opens in new window) aid to public administrations and enterprises to create and verify signatures in accordance with the rules of procedure eIDAS. The standards defined facilitate mutual recognition and interoperability of electronic signatures, improve trust and efficiency in cross-border interactions.
  3. THE FSB eDelivery (Opens in new window) offers software specifications, sample and support services to configure a recorded delivery service for the exchange of data and documents. This component is compatible with eIDAS to improve security and reliability in the electronic delivery services.
