The Secretary-General for administration, Fernando de Paul Martin, and the secretary of State Director of the national intelligence Centre and the Director of the centre National Cryptologic, Félix Sanz Roldán, have signed, on 21 december 2018, an agreement in terms of cyber security between the General state administration (Ministry of Territorial policy and Public Service) and the national intelligence Centre.
The purpose of the convention lies in determining the terms and extent of cooperation between the ministry and the centre Cryptologic, area of national security of, services, and ICT networks of management and, in particular, the provision of security as an extension of the centre of cyber security Operations of the General state administration (SOC of AGE).
In this way, and l Official gazette published on 1 january 2019, the resolution of 27 december 2018, the department, which publishes the said convention.
At a turning point in the era of the economy and the digital society, having a unit and massive use of ict for development of countries, the aim of this convention lies in determining the terms and extent of cooperation between the MPTFP and CCN, in terms of security systems, services, and ICT networks of the administration.
It will be a Centre of cyber-safety for the ministry of Territorial policy and Public Service (hereinafter SOC of MPTFP), to operate as an extension of the future operations centre of Cyber Security of the General state administration ( SOC of AGE ).
The MPTFP, in particular, the secretariat-General for administration Digital (SGAD) will mark the technical guidelines to implement the strategic direction.
For its part, the NCC took at the operational level, management and follow-up to the security service that will improve the capacities of surveillance and detection of incidents in the systems of the SGAD and optimise the capacity to react and respond to any attack, in accordance with the criteria and information provided by SGAD.
As a whole, the Centre National Cryptologic and his team in response to incidents of information security (CCN-CERT), remains faithful to their dedication and commitment in ensuring a safe and reliable digital, according to areas that are attributed by the Royal Decree 3/2010, of 8 january, which regulates the national security in the area of E-government and the royal Decreto-ley 12/2018, of 7 september, network and information systems.
