Recently adopted the revision 2.1.2. european norm of accessibility Ict 301 549:2018, Accessibility requirements for ict products, on the part of the european committee for standardisation (CEN), of the european committee for Electrotechnical Standardization (CENELEC) and the european institute of Telecommunications (ETSI).
This provision was made on the mandates of the european commission M/376 and M/554 to be of particular importance to the ict sector in the public authorities. The European Commission will proceed to declare the list as harmonised european standard for the presumption of conformity to the essential requirements of the directive (EU) 2016/2102 of "accessibility of websites and mobile applications" public sector , which is reflected in the crf through Royal Decree 1112/2018 on "accessibility of websites and applications for mobile devices in the public sector" It is anticipated that the new harmonized standard is published in the DOUE at the end of the year 2018.
The innovations of this new version of the rule in 301 549 are as follows:
- Change of title, which no longer refers to public procurement or the european environment, to avoid distorted interpretations of its object and scope of application
- Improving requirements on mobile applications, which are covered by the directive of Web Accessibility
- Harmonization with the new version of the WCAG 2.1
- The inclusion of an informative annex with success criteria AAA of WCAG 2.1 but will not be mandatory.
The spanish association for Standardization (UNE) is conducting the procedures for national adoption, which will mean the annulment of the current rule UNE-EN 301549 V1.1.2:2015, “ requirements of accessibility of ICT products and services applicable to public procurement in europe ” and replacing it by this new revision.
Until the publication of the standard harmonized system, the websites of the spanish public administrations should continue to implement the rule V1.1.2:2015 UNE-EN 301 549 . The state secretariat for Public Service (SEFP) has signed an agreement with AENOR for free distribution of this rule through the Portal of E-government being prohibited the distribution of this rule by other means other than those authorized by AENOR. Once the adaptation of the new version of the rule will also facilitate their distribution through this portal.
