UN eGovernment survey 2020

The United Nations e-government survey is conducted every two years, and evaluates the 193 Member States in terms of Digital Administration.

This report analyses the development of Electronic Administration, based on the UN E-Government Development Index (EGDI). The EGDI is composed of 3 subindex, and analyses three dimensions: the suitability of telecommunications infrastructures (TII), the capacities of human resources to promote and use ICTs (HCI), and the availability of online content and services (OSI).

The report also includes a supplementary index, the E-participation Index (EPI), which assesses the use of online services by governments to provide information to their citizens, interact with them, and involve them in the decision-making process and in the co-design of services, through online consultations.

In the 2020 Electronic Government Survey, Spain appears in the group of countries with very high performance in the Electronic Administration Development Index (EGDI), obtaining an EGDI score higher than 0.75, maintaining position number 17 in the ranking global.

The report indicates that all countries in the very high performance group have demonstrated consistency and progress in the different areas of their digital policy strategies, and in the coordination and implementation of their digital public services.

Within the scope of EU countries, Spain is in seventh position.

The study also provides an evaluation of electronic government at the local level, analyzing the 100 most populated cities in the world (including only one per country), through the Local Online Service Index (LOSI) that assesses the development of electronic administration at the local level, through official portals. In this index, the city of Madrid appears in the first position in the ranking, having achieved first place in the categories of content provision, provision of services and participation, and second place in the technology category.

Throughout the report, emphasis is placed on the opportunity that public sector digitisation represents for the achievement of the Sustainable Development Goals (SDA) and Agenda 2030.
