ROYAL DECREE 1112 / 2018, 7 September, on the web accessibility and applications for mobile devices in the public sector
The object of this regulation is to ensure that citizens have wider access to public sector services and ensure equality and non-discrimination in access to users, in particular, people with disabilities and the elderly. For this, defines the obligations of the public sector with regard to the accessibility of their websites and mobile applications. In addition to set additional lines of action to ensure and make more effective the implementation of the requirements specified in the directive (HAT) 2016 / 2102 of accessibility of websites and mobile applications of the public sector , which was transposed to Spanish legislation through this Royal Decree.

Ley 9/2017, de 8 de noviembre, de Contratos del Sector Público
Mediante esta Ley se transponen al ordenamiento jurídico español las Directivas del Parlamento Europeo y del Consejo 2014/23/UE y 2014/24/UE, de 26 de febrero de 2014. Regula la contratación del sector público, a fin de garantizar que la misma se ajusta a los principios de libertad de acceso a las licitaciones, publicidad y transparencia de los procedimientos, y no discriminación e igualdad de trato entre los licitadores.

Instrument of ratification of the Convention on the Rights of Persons with Disabilities
The purpose of the convention, negotiated for five years, is to promote, protect and ensure the full enjoyment and equality of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. The Convention is in force in Spain since 3 May 2008.

LAW 56 / 2007 of 28 December on Measures of momentum of the information society
Gives new wording to paragraph second subparagraph one additional provision 5th, reading: As of 31 December 2008, the Internet pages of public administrations will satisfy, as a minimum, the average level of the accessibility criteria to content generally recognized. Unusually, this obligation shall not apply where a functionality or service does not have a technological solution allowing accessibility.

LAW 27 / 2007, 23 October, recognizing the Spanish sign languages and regulates the means of support to oral communication of deaf people with hearing disabilities civil service
This law aims to acknowledge and regulate the Spanish sign language as a language of deaf people with hearing disabilities in spain civil service which freely decide to use it, without prejudice to the recognition of the Catalan sign language in its field of linguistic usage, as well as the regulation of the media support for oral communication.

This royal decree regulates the conditions of accessibility and non-discrimination that for persons with disabilities, must submit offices of Attention to the citizen, print and any other means that the General administration of the state spends specifically and in their remit to relations with citizens.

ROYAL LEGISLATIVE DECREE 1 / 2013, 29 November, which approves the consolidated text of the General law rights of persons with disabilities and their social inclusion
This law has a dual objective. First: guarantee the right to equality of opportunity and treatment, as well as the real and effective exercise of rights by persons with disabilities in equal conditions regarding the rest of citizens, through the promotion of personal autonomy of the universal accessibility, access to employment, the inclusion in the community and independent life and the eradication of all forms of discrimination, under articles 9.2, 10, 14 and 49 Spanish Constitution and the International Convention on the Rights of Persons with Disabilities and international treaties and agreements ratified by Spain. And second: set the system of offences and penalties that guarantee the basic conditions in equal opportunities, non-discrimination and universal accessibility for persons with disabilities.

LAW 34 / 2002, of July 11th, of services of the information society and electronic commerce (LSSICE)
Is the subject of the present law regulating the legal regime of services of the information society and electronic procurement, concerning the obligations of service providers including those acting as intermediaries in the transmission of content for telecommunications networks, commercial communications by electronic means, information pre and post-holding electronic contracts, conditions relating to its validity and efficacy and règim sancionador applicable to service providers in the information society.
