El proyecto -cuya reunión inaugural se celebró en Madrid en enero de 2020- está financiado por el programa de I+D Horizonte 2020 de la Unión Europea bajo el acuerdo G.A. nº 870 635. En DE4A participan 23 organizaciones de ámbitos diversos (administraciones, empresas, universidades y centros de desarrollo), con representación de 10 Estados miembros entre los que se encuentra España.
DE4A persigue facilitar la transición hacia unos servicios públicos digitales europeos de calidad proporcionados de manera transfronteriza, contribuyendo así a reforzar la confianza en el sector público y con efectos positivos tangibles en la sociedad, como la mejora de la eficiencia y la reducción de la carga administrativa para ciudadanos y empresas de toda Europa.
To achieve these goals, DE4A carried out 3 pilot projects at European level, which focus on the areas identified by the Regulation (EU) 2018/1724 for creation of the Single Digital Gateway (in the PAe issued a Technical Note thereon). This is to offer citizens and businesses administrative procedures Entirely online in which apply the principles of “ sólo-una-vez ” and “ digital-por-defecto ” that are covered by the Tallin statement signed by Spain and 31 other European countries. These pilot projects will thus validate the approach of DE4A in response to needs and real situations of European citizens and businesses with procedures Entirely online for:
- Study abroad, facilitating European mobility of students through the improvement application processes of scholarships and admission to higher education, as well as the European recognition of diplomas and professional qualifications.
- Doing business abroad, responding to the needs of companies who want to do business in the European Union and improving the efficiency of processes of enterprise creation.
- Facilitate the mobility of citizens in the European Union, facilitating the management of change of address to another country and civil registration certificates, as well as procedures related to the application of retirement pensions and obtaining information about Them.
The project part of the analysis of the status of electronic administration in the different member states and their preparation for the electronic exchange of evidence. It also looks at the legal environment – with special focus on the protection of personal data – and the technological, assessing the implementation of innovative technologies and with great potential as blockchain transformer and artificial intelligence.
