The laws 39/2015 (Opens in new window) Common Administrative procedure of public administrations and 40/2015 (Opens in new window) de Régimen Jurídico del Sector Público, que sustituyen a la Ley 30/1992 y a la Ley 11/2007, asientan el hecho de que el uso del medio electrónico tiene que constituir el medio habitual en las relaciones de las Administraciones con los ciudadanos y de aquellas entre sí.

The Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas (Opens in new window) and Ley 40/2015, de 1 de octubre, de Régimen Jurídico del Sector Público (Opens in new window) , asientan el hecho esencial de que el uso del medio electrónico no puede constituir una forma especial sino que tiene que constituir el medio habitual. Cabe, en consecuencia, vislumbrar la magnitud del cambio o transformación que este planteamiento supone con carácter general en la Administración Pública.
