The Ministry of the presidency is the first agency to launching its TED in response to the Royal Decree 806/2014, of 19 september (Opens in new window)

The Royal Decree 806/2014, of 19 september (Opens in new window) on the organization and operational instruments of ict in the AGE and their government agencies, established under article 7, the role of the TED.

Each Ministerial department should have a Ministerial committee on the administration Digital (TED) that would have to prepare the plan of action for the transformation of the ministry of digital according to the global Ict Strategy and to the guidelines of the directorate of information and communication technologies (DTIC). Unlike the previous CMAEs (Ministerial Committees E-government), the CMADs will be composed of those responsible for administrative units and of the most relevant ICT units in order to analyse, in a comprehensive manner, the departmental and prioritise needs. It will have to inform and to refer to the provisions departmental ICT in terms both of ICT opportunities and the impact on ict resources.

The ministry of the presidency has been the first to publish the order regulating the functioning of The TED. Order PRE/149/2015, of 4 february (Opens in new window) - creates and regulates the functioning of the Ministerial committee for the administration of ministry of the presidency, sets out in detail the composition of both the plenary of the ted and of the standing committee of the TED and functions to be performed by the TED and CP-CMAD within this Ministerial level.
