SARA network, which provides the communications network of spanish public administrations, is connected through the trans-european network TESTA with institutions and agencies of the european union, as well as with the administrations of other member states, to enable the effective integration of the administration in the various cross-border european service. This connection with the TESTA network takes place through the Support center SARA Network
To date, the connection between SARA and TESTA Network allows the integration of the administration in at least 21 facilities used by 16 entities for 18 sectoral areas; 4 of which relates to multilateral initiatives in which Spain is interested in matters of The Interior, justice and Social security.
The SARA network link with the trans-european network TESTA has been funded by successive european union programmes, since it was established in june 2000; this is being financed from the ISA Programme (Decision 922/2009/ec) in force between 2010 and 2015. Above that link was funded by the IDABC programme between 2005 and 2009 and by the IDA programme II between 1999 and 2004.
The memorandum of understanding signed between the MINHAP and the commission provides coverage to the formal connection between Red and the TESTA network and reinforces the commitment of collaboration between the General state administration, MINHAP in particular, and the european commission, after previously signed memorandums of understanding in 2009 and in 2005.
The memorandum provides the overall commitments of the parties in the area of infrastructure, services, quality and safety and specific details of infrastructure, the level of services, security, principles applicable to the use of the network for other services TESTA bilateral or multilateral agreements between member states without direct legal basis.
Spain is internationally recognized interconnection of their public administrations thanks to the communications network provided by the same Network SARA. For this reason, SARA Network has been chosen by the commission as a pilot for the transition from the european platform of sTESTA TESTA-ng to the service during the next seven years.
