Starts the mandatory application of the law on electronic invoice

Public administrations and service providers are obtaining from today, on 15 january the invoices electronically.


15 january 2015.- all public administrations must receive from the mandatory suppliers' invoices electronically, in accordance with the law applicable in leading an invoice and creation of the accounting records.

Only may be excluded from compulsory amount invoices with less than €5,000 and services abroad.

Historic change in the administration

This law represents a major step forward in the electronic administration and a historic change in the turnover of the spanish Public Administrations. Accessions to FACe

The point of entry of invoicing (FACe) of the General state administration, today it has integrated the various points of application of the ministries. Other REGIONAL GOVERNMENTS, La Rioja, castile and león, galician and Basque Country, have not acceded to FACe, but they have prepared an access point of entry of electronic invoices, and some cases is exploring the possibility of exchange of information between these points and FACe.

Savings of invoice

Estimated annual savings, only to the General state administration, for the change to electronic processing of invoices, amount to eur 51 million and eur 2.3 million in savings.

The savings by invoice are calculated for suppliers of goods and services of public administration €0.70 from cost €0.76 role at a cost electronic 0.06 €.

Public Administrations save by reception 2.78 €, from a cost-2,87 €an electronic 0.09 €.

Combating late payment

Benefits for suppliers and AAPP since today

It reinforces the protection of the suppliers, to put on record the date of submission of your invoice, allowing for better control of the same. In Addition, speeds up the processing of invoices, when implementing new technologies, to facilitate its follow-up to their subsequent payment and for financial control.

And, within the public authorities, the internal control Bodies will be able to access the documentation and information of the recording of invoices and prepared a report annually to assess the implementation of the rules on late payments.

The accounting records, in addition, submitted to the Tax information on the invoices received, with a view to ensuring the tax compliance and invoicing. In addition, exchange of information between Tax, Social security and the AAPP, with the objective of strengthening the fight against fraud.
