Published the report of the first half on European digital government

The study evaluates, in the context of the current state of the coordination of economic and fiscal policy of the HAT, problems related to the promotion of digital government.

The study (Opens in new window) analyzes and evaluates how the Program ISA ² (Opens in new window) helps to identify and address key trends affecting the digitization of public administration in Europa, as well as the strategies and processes to meet the challenges more common facing countries of the HAT.

The study was carried out annually to perform a control on the health of the process of modernization of public administration in Europa. Forms part of the The observatory National interoperability framework (Opens in new window) .

To provide a complete picture on the state of the digital government development in the HAT, the report proposes a process of analysis of three strands; focusing on providing a qualitative analysis of three sets of documents for each member state of the HAT:

  • the specific recommendations by country (CSR) issued through the process that occurred in the first half of the year.
  • national reform programmes (PNR) designed by the member states of the HAT to address its CSR; and lately.

In addition to this analysis, the study also provides a snapshot of the socio-economic situation of member states together with an assessment of how you can be affected by implementing measures of digital government in key sectors such as health care and education.

Four political conclusions

After the collection of the main points in common between the strategic documents and countries of the HAT, the analytical work draws four political conclusions.

These recommendations include, for example, the Special Delivery training addressed to the member states of the HAT to implement their strategies for digital government (the first recommendation) or the integration of governance of public service through the participation of good practices (the 4th).

Some new features that makes this new edition of the study is distinct from previous versions. Focuses more on the impacts of digital government and digitization greater citizen and how it affects the operations of the private sector.

Moreover, special attention was paid to the general appearance of the study, which now includes graphics and icons easier to use for the visual representation. In general, the study explains more clearly the process of the first half, which helps a hearing expert not to better understand the key concepts and the major challenges that addresses this study. Finally, the thematic goals 2 and 11 are separated more clearly, which in turn led to the analysis of several documents more effective and easier to synthesize.
