Safety criteria, standardization and conservation of the applications used in the exercise of power

The Resolution of 26 May 2003, the secretariat of state for public administration (Opens in new window) provides the publication of the agreement approving the safety criteria, standardization and conservation of the applications used by the General administration of the state (AGE) in the exercise of power (BOE 23-6-2003).

The national security Scheme, regulated by the Royal Decree 3 / 2010, of January 8th (Opens in new window) , and the national Schema interoperability, regulated by the Royal Decree 4 / 2010, of January 8th (Opens in new window) sustituiran, these criteria of safety, standardization and conservation of the applications used by the General administration of the state in the exercise of their powers.

Goals

The safety criteria, standardization and conservation (SNC Criteria) are triple objective:

  • Provide the set of organizational and technical measures (security, normalization, conservation) to ensure compliance with the legal requirements for the validity and effectiveness of administrative procedures of the General administration of the state, using the electronic media, computer and online in the exercise of their powers.

  • Facilitate the widespread adoption by the General administration of the state of organizational and technical measures to ensure the protection provided to the risks of systems and applications that the handle.

  • Promote the maximum use of information technologies and communications in administrative activity while ensuring respect for the rights of citizens in its relations with the administration.

Description of the work

Consists of three parts:

  • SAFETY CRITERIA: presenting the requirements, standards, and recommendations regarding the implementation of measures to organizational and technical security in the design, development, implementation and exploitation of these applications to exercise of power.

  • STANDARDIZATION CRITERIA: Exposes patterns to facilitate the technical compatibility and interoperability of applications.

  • MAINTENANCE CRITERIA: presenting the requirements, criteria and recommendations for the conservation of the information in electronic form in these applications.

Official publication

Promoted by the High Council of Informatics and for the momentum of electronic administration the latest electronic publishing is done in June 2004. NIPO (electronic publication): 326-04-044-9.

The ministry of Public Administrations also conducted an official publication printed on December 2004 - NIPO (printed publication): 326-04-047-5 ISBN: 84-95912-23-6.

It is a work that has taken a great interest methodological and contents.
