As set out in the Directive (EU) 2016/2102 (transposed to the spanish system through Royal Decree 1112/2018 ) member states should regularly check the conformity of websites and applications for mobile devices of the public sector agencies with accessibility requirements set out in the currently applicable harmonised ( IN 301549v2.1.2:2018 highlighted in its spanish version as UNE-EN 301549:2019 ).
According to specify the RD 1112/2018, the body responsible for follow-up is the ministry of economic and Digital Processing (responsibilities transferred from the ministry of Territorial policy and Public Service), through the Observatory of Web accessibility.
The Implementation decision (EU) 2018/1524 (resulting from the directive) offers specific instructions on the follow-up methodology that will have to comply with member states to conduct monitoring at the national level, establishing two monitoring methods simplified: follow-up (which affects websites) and in-depth follow-up (which affects both websites and applications for mobile devices). To respond to the simplified follow websites of the Observatory Web Accessibility developed during the past year, Methodology for monitoring UNE-EN 301549:2019 simplified . To respond to the in-depth follow-up of websites of the Observatory Web Accessibility developed earlier this year the Methodology for follow-up in depth for websites UNE-EN 301549:2019 .
In this context, to define at the national level how to carry out the in-depth follow-up of applications for mobile devices, Web accessibility Observatory publicizes the document Draft Methodology for follow-up in depth for applications for mobile devices UNE-EN 301549:2019 . For the definition of the final version to be sure of securing the participation of all actors involved in this regard:
- Public administrations: through the network of contacts of Digital Accessibility, the working group of Digital accessibility "the AAPP" of ICT Steering committee, the working group "Observatory, indicators and measures of the Commission" Sectoral E-government and any entity bound by the royal decree you want to directly send your comments.
- Associations of persons with disabilities, through the national council for disability.
- Business Sector involved in digital accessibility.
- Any other actor in a private capacity that you wish to participate.
We encourage all those interested submit their comments through formal channels that they have been able to communicate or/and through the discussion forum Depth PPP Methodology enabled. The deadline for receipt of comments shall be open until 28 september 2021.
