Spain improvement in all dimensions that measures the Índice of economy and Digital Society DESI 2018

According to the DESI 2018 Spain ranks number 10 of the 28 states members of the eu in the Índice DESI 2018. Your score increased due to better performance in all dimensions that measured DESI. Spain is contained in the highest positions, 4th place in the area of e-administration.

The Índice of economy and Digital Society (DESI) (Opens in new window) it is a composite index that sums up five digital performance indicators of europe and to monitor the evolution of the states members of the european union in competitiveness. These five indicators are connectivity, human capital, use of internet, integration of digital technology and public services.

According to the DESI 2018, Spain (Opens in new window) ranked number 10 of the 28 states members of the eu. It also indicates that your score increased due to higher performance in the five indicators measuring DESI.

The following aspects on the performance of spain on indicator “ 5. Public services ’ digital :

  • In Spain, public services remain the digital dimension in which gets the best results. Ranked number 4 of the eu countries, with a score better than the previous year. According To the summary : (Opens in new window)

In digital public services, Finland has the highest score, followed by Estonia, Denmark and Spain. Greece, Hungary and Romania have the lowest scores.



  • Spain obtained very good results in open and there is a high level of on-line interaction between public authorities and citizens. The 67 per cent of internet users spaniards are actively involved with the services of electronic administration.
  • In 2017 Spain gets a better result than the previous year in the indicators relating to the forms precumplimentados (72 100) and the completion of information services of electronic administration (94 100).
  • Moreover, the availability of services of electronic administration for companies shows an inspiring outcome for spain, with a score of 95 on 100, the third country according to the results obtained in the eu.
  • The strategic Plan in the field of icts for 2015-202014 taken (Plan digital Transformation of the General state administration and Public Bodies) is already producing digital results in the central administration and public agencies.

The DESI is structured around five dimensions (Opens in new window) :

  1. Conectividad: mide el despliegue de la infraestructura de banda ancha y su calidad.
  2. Capital humano: mide las habilidades necesarias para aprovechar las posibilidades que ofrece la sociedad digital. Estas habilidades van desde las más básicas que permiten a los individuos interactuar en línea y consumen bienes y servicios digitales, a las más avanzadas que permiten aprovechar la tecnología para mejorar la productividad y el crecimiento económico.
  3. Use of the internet - provides a variety of activities undertaken by the citizens already online. These activities range from the use of online content (videos, music, games, etc.) to purchases and online banking, modern communications activities.
  4. Integración de la tecnología digital: mide la digitalización de las empresas y su explotación del canal de ventas en línea. Con la adopción de tecnología digital las empresas pueden mejorar la eficiencia, reducir costes y mejorar la participación de  clientes, colaboradores y socios. Por otra parte, Internet ofrece el acceso a mercados más amplios y potencial de crecimiento.
  5. Servicios públicos digitales: mide la digitalización de los servicios públicos, centrándose en la administración electrónica. La modernización y digitalización de los servicios públicos conducen a una mayor eficiencia de la administración pública, los ciudadanos y las empresas, así como a la prestación de mejores servicios para el ciudadano.
