The process of public hearing will be open until the next February 27 for receiving comments.

The past 2 December 2016 is published Directive (HAT) 2016 / 2102 of the European Parliament and of the board of 26 October 2016, on the accessibility of websites and applications for mobile devices of the public sector agencies, entered into force on 22 December 2016. This directive sets the constraints, with respect to its accessibility, which must meet all websites and mobile applications of the public sector: state, regional, local, university, etc. also including other bodies such as health and education centres, libraries, courts, etc.

According to the directive itself, it must be transposed before 23 September 2018. This Royal Decree that is now up to the handling of public hearing caters to the requirement of transfer to Spanish legislation and replace and improve conditions that are already required the portals of public administrations in the Royal Decree 1494 / 2007 (Opens in new window) , fulfilling the requirements of priority 1 and 2 of the standard UNE 139803:2012 (equivalent to level AA in WCAG 2.0).

The trial proceedings and public information, aims to gather views of citizens rights holders and legitimate interests affected by a normative project already drafted, directly or through organizations or associations that represent them, as well as obtain few additional input can perform other persons or entities.
