    Description

    Introduction

    Cooperation between the public administrations is essential to provide services to citizens and safeguarding their rights. Such cooperation requires conditions that allow its fluidity, for which it is necessary that interoperability. Interoperability facilitates principles and rights of citizens; cooperation in the development and delivery of public services; as well as greater efficiency and effectiveness in the deployment and in the provision of services.

    Article 3 ‘ general principles ’ Law 40/2015, 1 October, of Legal Regime of the public Sector (Opens in new window) includes interoperability between the principles of action of public administrations, so that these intersect with each other via electronic means that ensure interoperability and security systems and solutions adopted by each, the protection of personal data, and facilitate preferably joint delivery of services to stakeholders.
     
    El artículo 156 de la Ley 40/2015 recoge el Esquema Nacional de Interoperabilidad (ENI) que “comprende el conjunto de criterios y recomendaciones en materia de seguridad, conservación y normalización de la información, de los formatos y de las aplicaciones que deberán ser tenidos en cuenta por las Administraciones Públicas para la toma de decisiones tecnológicas que garanticen la interoperabilidad”.

    Goals

    Elements of the National Schema interoperability

    The main elements of the ENI are:

    • The basic principles of interoperability : interoperability as integral quality present from conception of services and systems and throughout their life cycle; the multidimensional nature of interoperability; and the approach of multilateral solutions. (Arts. 4 - 7)
    • Organisational interoperability : incluye los aspectos relativos a la publicación de servicios a través de la Red de comunicaciones de las AA.PP. ( SARA network ), with the associated conditions; the use of nodes of interoperability; and maintain inventories of administrative information. (Arts. 8 - 9).
    • Semantic interoperability: a través de la publicación y aplicación de los modelos de datos de intercambio, horizontales y sectoriales, así como los relativos a infraestructuras, servicios y herramientas comunes. (Art.10)

    Scope

    Adoption "National Schema Interoperability Unshade accordion

    The cabinet has approved last January 8 the royal decrees governing national schemes of interoperability and safety, two essential tools to uphold an eGovernment more safe and effective.
    With these Royal Decrees develops the law of Electronic Access of citizens to public services 2007 and lays the foundation for generating interoperability and confidence in the use of electronic media to enable the exercise of rights and duties through these means.
