    Training in accessibility of mobile applications

    The Royal Decree 1112/2018, 7 September, on the web accessibility and applications for mobile devices in the public sector , transposed into Spanish law Directiva (UE) 2016/2102 del Parlamento Europeo y del Consejo, de 26 de octubre de 2016, sobre la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de los organismos del sector público .

    Este Real Decreto cubre todos los sitios web y aplicaciones móviles del sector público, desde aquellos pertenecientes a las administraciones, tribunales y servicios de policía a los de los hospitales, universidades y bibliotecas públicas, exigiendo que sean accesibles a todos los ciudadanos, especialmente para todos aquellos con algún tipo de discapacidad. Por lo tanto, tendrá un gran beneficio para la sociedad en general.

    Por otro lado, las Administraciones Públicas, se enfrentan al reto de conseguir la implantación efectiva de todas las medidas en él incluidas lo que implica renovados esfuerzos por la multitud de actores implicados.

    Publicación de Recomendaciones para realizar el modelo europeo de declaración de accesibilidad

    According to the Royal Decree 1112/2018, 7 September, on the web accessibility and applications for mobile devices in the public sector las entidades responsables de los sitios webs y aplicaciones para dispositivos móviles proporcionarán una declaración de accesibilidad detallada, exhaustiva y clara sobre la conformidad de sus respectivos sitios web y aplicaciones para dispositivos móviles con lo dispuesto en dicho real decreto.

    Las guías del Observatorio de Accesibilidad Web se actualizan a WCAG 2.1

    En el Real Decreto se establecen como requisitos de accesibilidad a cumplir los indicados en la norma armonizada que la Comisión Europea ha publicado el 21 de diciembre de 2018 mediante la Decisión de Ejecución (UE) 2018/2048. Este estándar armonizado está basado en la última versión de la norma  AT 301 549 V2.1.2 (2018-08) (Opens in new window) “ accessibility requirements of products and services TIC ” which in turn, a technical level, ultimately converges with the new WCAG 2.1 (Opens in new window) the W3C (accessibility guidelines for Web content).

    Publicada nueva guía de adaptación a WCAG 2.1 desde WCAG 2.0 y actualizada sección de FAQs sobre las nuevas WCAG 2.1

    Aprobados los actos de ejecución europeos relativos a la aplicación del nuevo RD 1112/2018 sobre accesibilidad de los sitios web y aplicaciones para dispositivos móviles del sector público

El pasado 11 de octubre la Comisión Europea aprobó sendas Decisiones mediante las cuales se establecen los siguientes aspectos que impactan en España a través del Real Decreto 1112/2018:

    The standard in 301549 V.1.1.2:2015 accessibility requirements of projects and services TIC applicable to public procurement in Europa provides functional requirements which ensures that the products and services TIC accessible to all the personas.Dicha rule has been adapted by UNE in Spain in the form: UNE-EN 301549 V.1.1.2:2015
    The Directive (HAT) 2016/2102 of the European Parliament and of the board of 26 October 2016, on the accessibility of websites and applications for mobile devices of the public sector agencies (Opens in new window) and the new Royal Decree transposed this directive to the Spanish legal system refer to this rule and therefore it is of great interest to public administrations.     Audiencia pública del Real Decreto sobre la accesibilidad de los sitios web y aplicaciones para dispositivos móviles del Sector Público

    The past 2 December 2016 is published Directiva (UE) 2016/2102 del Parlamento Europeo y del Consejo, de 26 de octubre de 2016, sobre la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de los organismos del sector público , entering into force on 22 December 2016.     New version of the tracker of Web accessibility Observatory

    It has deployed a new version of the tracker of the Observatory of Web Accessibility with updating all organizational units from the restructuring of the AGE with the change of the legislature, and also different settings and resolution in incidences reported checks in recent months. This version will be used in the upcoming Observatory's official iterations of Web Accessibility:

    • AGE - week of 23-10
    • REGIONAL GOVERNMENTS - week of 30-10
    • EELL - week of 6-11

    Can be used the diagnostic service online for estimating and eventually correct, prospective results.

    Con la experiencia que hemos ido acumulando durante estos 2 últimos años de funcionamiento del servicio basado en la UNE 139803:2012 vamos a poner en marcha una revisión de la metodología.

    In this review we are thinking include issues such as:

    • Ampliar el número de páginas analizadas (para obtener una  mejor visión estadística en los resultados)
    • Modificaciones sobre verificaciones y comprobaciones. Incluyendo nuevas, eliminando quizás algunas que vemos que están aportando poco valor, o modificando/refinando algunas de las existentes.
    • Eliminar la distribución en 2 niveles de análisis (nivel de análisis I y nivel de análisis II). El margen para errores en los portales que contempla la metodología se distribuiría en global (entre las 20) y no por cada nivel de análisis. Pasar a contemplar un único conjunto de verificaciones nos beneficiaría a todos y sería realmente más proporcionado y justo.

    Availability of training materials on the AT 301 549 accessibility requirements of products and services TIC

    The 2014 issued the directive 2014/24/HAT of the European Parliament and of the council, 26 February 2014, on public procurement that between their requirements reflects that purchases made by public administrations should be accessible, including therefore all those related to the field TIC.

    The past 2 December 2016 issued the directive (HAT) 2016/2102 of the European Parliament and of the board of 26 October 2016, on the accessibility of websites and applications for mobile devices of the public sector agencies. In the next 21 months should transposing to Spanish legislation and replace and improve the conditions required for longer portals of public administrations in the Royal Decree 1494/2007, i.e. all portals meet the requirements of priority 1 and 2 of the standard UNE 139803:2012 (equivalent to level AA in WCAG 2.0) and to supplement existing legislation as the law 34/2002, of July 11th, of services of the information society and electronic commerce.

    The standard IN 301-549 emerged from the Mandate 376 of the European commission to European institutions of standardisation within the work linked to the public procurement directive. In Addition has been directly referenced in the directive rating under web sites. This rule, the AT 301 549 (Opens in new window) sets the functional requirements that will guarantee that products and services TIC accessible to all people; for example, from a mobile phone, until computers via web pages; thus, the requirements for the web are based on the guidelines of web content accessibility WCAG 2.0, developed by W3C, still in line with those in the Spanish rule UNE 139803: 2012. Furthermore, the European standard, describes the procedures for testing and assessment methodology of each of them. The standard has been taken at the Spanish as catalog UNE-EN 301 549 (Opens in new window) por parte de AENOR, la entidad legalmente responsable del desarrollo de las normas técnicas en España.

    To disseminate the application of this rule various public and private institutions have generated training materials or studies that can be useful for public administrations and for any other actor related to the area.

    Nueva versión del servicio de diagnóstico en línea disponible a través de la Comunidad de Accesibilidad

    Se ha desplegado la nueva versión del servicio de diagnóstico en línea, disponible a través de la pestaña Servicio de la Accessibility community . In order to access the community is necessary to have a registered user in PAe and sending the request for access to it.
    On this latest version incorporates new functionalities:

    • Analysis on a closed set of URLs: Online analysis of a predefined set of pages of a public website on the Internet. Maximum can be analyzed 17 pages.
    • History: From now on the diagnostic service online can save the result of the analysis associating it with the url and incorporated into the report on evolutionary their previous executions to compare them. These are stored up to a maximum of 3 executions. To add a result will need to the historic analyse 17 pages of the website so that the results can be comparable between assessments.
    • Source code: It has changed the way of sending the code, this new version will attach the source code in the form of file. This option is useful in cases where the parser cannot access the content by staying in a protected area.

    The Founding eleven and UNED provided through its training channel universal design (Opens in new window) the course of “ accessibility TIC in procurement ”.

    This course starts on 17 April and through it can understand and apply the European standard AT 301 549 "adequate accessibility requirements for the procurement of goods and services in europe TIC".

    Europa comienza a contar con legislación y normativa que exige la accesibilidad TIC (Tecnologías de la Información y las Comunicaciones) en los procesos de compras públicas.

    La norma europea EN 301 549 "Requisitos de accesibilidad adecuados para la contratación pública de productos y servicios TIC en Europa", que ya sido adoptada por UNE en España, establece los requisitos funcionales que garantizarán que los productos y servicios TIC sean accesibles para todas las personas; desde teléfonos móviles hasta ordenadores, pasando por páginas web.     Lanzamiento del primer borrador para la nueva versión de las Directrices WCAG 2.1

    El pasado 28 de febrero, el W3C publicó un primer borrador de los criterios aplicados en la versión 2.1 de las directrices de accesibilidad web, las WCAG.

    La versión actualmente en vigor de las WCAG, la 2.0, data de 2008, y es la versión a la cual se referencia tanto desde el estándar español UNE 139803:2012 como desde el estándar europeo EN 301-549. Los sitios web de las Administraciones Públicas españolas deben cumplir los requisitos de prioridad 1 y 2 de las WCAG 2.0.

    El contexto tecnológico ha evolucionado desde 2008 y las directrices deben actualizar. La nueva versión, The accessibility guidelines Web Content (WCAG) 2.1 (Opens in new window) , publicada el pasado 28 de febrero, cubre una amplia gama de recomendaciones para hacer que el contenido web sea más accesible. Seguir estas pautas hará que el contenido lo sea para un rango más amplio de personas con discapacidades, incluyendo ceguera y baja visión, sordera y pérdida de audición, dificultades de aprendizaje, limitaciones cognitivas, movimiento limitado, discapacidad del habla, fotosensibilidad y combinaciones de éstas.

    In turn, this update emphasizes the fact that the web content accessibility has to be effective in all types of devices: either in desktops, laptops, tablets or smartphones. Following these guidelines, moreover, web content is more clear and useful for users in general without any kind of disability.

    Three working groups W3C (Opens in new window) have proposed a total of 25 new criteria that may be included in the WCAG 2.1, scheduled for June 2018. These criteria include requirements for the interface mobile and touchscreen, requirements to help people with visual impairment that are not completely blind and people with cognitive difficulties.

    Desde el W3C se ha hecho un llamamiento público para que cualquier interesado envíe sus comentarios hasta el próximo 31 de marzo. Y después se proseguirá con todo el proceso formal de revisión y aprobación de estas.

    This new version will be very useful for the implementation of the European directive of accessibility of websites and mobile applications from public to extend the treatment of issues mobile.

    Directiva UE sobre accesibilidad en webs y apps de Organismos Públicos

    Se ha publicado hoy en el Boletín oficial de la Unión Europea la Directiva (UE) 2016/2102 del Parlamento Europeo y del Consejo, de 26 de octubre de 2016, sobre la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de los organismos del sector público .

    New version of the report diagnostic service

    Se ha llevado a cabo una remodelación de los informes que emite el Observatorio de Accesibilidad Web, tanto de los oficiales en las iteraciones, como de los que remite el servicio de diagnóstico en línea.

    The information reflected does not vary substantially but the way in which presents within the document. Highlight, among other changes, the inclusion of new tables that will reduce the size of the report to maintain the same information, but presented in aggregate form, the extraction of the methodology as an annex to the report, etc.

    All these changes have been made possible thanks to the active participation of members of the Accessibility community , which we would like to thank and encourage continue to share their knowledge and input, essential to improve service and that all members of the community is ultimately benefit from it.

    Remember that these days is being made official iteration scheduled for the end of August and whose results will be distributed starting September. The reports obtained already incorporated these new improvements.

    Change in the structuring of the reports of the Observatory

    A lo largo de este año, en el Observatorio de Accesibilidad Web, vamos a trabajar para implementar cambios en el Observatorio de Accesibilidad Web, algunos de los cuáles nos los habéis ido solicitando a través de diferentes cauces de comunicación.

    Firstly, and before performing the first official iteration of this year, we want to carry out a reshaping of reports that renders the Observatory of Web Accessibility, both officers at the iterations, as those that sends the diagnostic service on line. The information reflected will not vary substantially but we can alter the way in which presents within the document as for example, change order of paragraphs, changing the graphics or summaries, etc.

    Por ello, os animamos a que, en base a vuestra experiencia, nos comentéis aspectos que se puedan mejorar para que la información sea más fácilmente comprendida. Para ello hemos creado varios asuntos en el foro de la pestaña "Colaboración" para que nos podáis dejar en ellos todos vuestros comentarios.

    The implementation of these changes will shape the date of the first iteration likely to be carried out in the month of July.

    In the specific case of reports of diagnostic service on line also want to work on improving the information given on the errors, especially to locate more precisely in the source code or portal and include greater suggestions for improvement or correction.

    Agreement at European level for the adoption of the directive of accessibility of websites and mobile applications of the public sector

    El Consejo Europeo y el Parlamento Europeo han logrado alcanzar un acuerdo después de una larga negociación. La Comisión Europea también se muestra satisfecha por el acuerdo.  Este acuerdo, sujeto aún a la aprobación formal en todos los ámbitos, permitirá establecer a nivel europeo unos requisitos de accesibilidad mínimos para los portales y las aplicaciones móviles del sector público.

    The Directive will cover all websites and mobile applications of the public sector, from administrations, courts and police services to hospitals, universities and public libraries, and make accessible to all citizens, in particular the blind, deaf people or people with hearing difficulties, visual or functional.

    The agreed text of the directive:

    • Covers all websites, its content and mobile applications of the public sector agencies, with a few exceptions (as broadcasters and live streaming).
    • Also covers intranets and extranets being puliquen substantially or renewed after the entry into force of the directive.
    • Exclude certain types of content old (office documents, multimedia files) that is not currently require administrative procedures. Furthermore contemplates an application on demand in case of content not accessible.
    • Establece un mecanismo de feedback para notificar problemas existentes pudiendo escalarlo en caso de no ser atendido.
    • Requires a monitoring and reporting by part of the member states about the accessibility of these web sites and mobile applications. Reports must be submitted to the commission and be published.
    • Exige a los estados miembros la designación de los organismos encargados de defender el cumplimiento de esta directiva y realizar las tareas de monitorización y reporte.
    • Reference technical standards of online application with UNE-EN 301 549. In web environment this translates into WCAG 2.0 (or its equivalent in Spain UNE 139803:2012). These rules will be necessary to complement it with some CTS (common technical specifications) to cover to complete the field of mobile applications.

    New environment for the community Accessibility

    All public administrations have the obligation to comply with accessibility requirements imposed by the Royal Decree 1494/2007 12 November, which approves the regulations on the basic conditions for the access of persons with disabilities to technologies, products and services related to the information society and media. This means that todos los portales de las administraciones públicas deben cumplir los Criterios de Conformidad de nivel A y AA de la norma UNE 139803:2012 (equivalent to WCAG 2.0).

    To assist administrations in this task, it has been available since 2010 the community accessibility, in which its members, managers of portals of public administrations, can share their experiences and knowledge in web accessibility and access the diagnostic service online.

With the aim of concentrating on the Portal of E-government all materials available for this issue: Observatory of accessibility, policy, material aid, and the community itself accessibility, have occurred migration from the community to a new environment renewed available at:

    Operation of the diagnostic Service online

    Dentro de la iniciativa del Observatorio de Accesibilidad Web (1) se ha puesto en funcionamiento el servicio de diagnóstico en línea.

    Diagnostic service allows online, any department of public administrations, automatic analysis of accessibility compliant with the methodologies of studies of the observatory. Is already available those based on the standard UNE 139803:2004.

    La Comunidad Accesibilidad (2) es un punto de encuentro para los gestores de portales web de las administraciones públicas de cualquier ámbito administrativo (AGE, CCAA, EELL, universidades, otros entes estatales, etc.). En él se puede compartir información y experiencias y resolver dudas. Ahora, entre los servicios disponibles, se incorpora el servicio de diagnóstico en línea. Cualquier gestor de las administraciones públicas puede solicitar formar parte de esta comunidad y hacer uso de los servicios ofrecidos.

    El servicio de diagnóstico permite, a partir de una URL indicada, la selección aleatoria de un número de páginas indicado. El servicio analizará estas páginas conforme al tipo de estudio seleccionado y remitirá en diferido un informe en formato PDF al correo electrónico indicado. Además de mostrar el detalle de los errores encontrados, el servicio realiza una estimación del nivel de accesibilidad de cada página asignándole además una puntuación de 0 a 10. Agregando todos los resultados se ofrece también una estimación de la situación global del portal.

    It may request analysis of available on the internet portals and websites whose access is restricted to the network SARA. In the case of internal portals organizations or of portals that require prior authentication, you can use the functionality of analysis of source code. In Addition you can random selection of pages to a directory of the portal which allows better swept the revision of the accessibility of the portal.

    Próximamente, el servicio de diagnóstico en línea será actualizado para ofrecer la posibilidad de solicitar análisis conformes a la metodología del estudio del observatorio basada en la norma UNE 139803:2012.

    The Observatory of Web Accessibility (1) continues to prepare aid materials that support for the implementation of the new standard UNE 139803:2012 (2) equivalent to the WCAG 2.0.

    A los materiales ya existentes en el apartado Transición a UNE 139803:2012 se incorpora ahora una nueva guía de Accesibilidad en Sedes Electrónicas." Esta guía de ayuda está dirigida a los gestores y técnicos responsables del desarrollo de Sedes electrónicas de las Administraciones Públicas.

    El objetivo de esta guía es ofrecer una visión de los aspectos específicos de accesibilidad en las Sedes Electrónicas. Por ello, se tratan con mayor detalle la identidad y firma electrónica y los formularios electrónicos. También se resumen algunas cuestiones genéricas de accesibilidad que aplican a las Sedes Electrónicas al igual que a cualquier otro portal. Se adjunta con la guía un ejemplo de formulario accesible en formato XHTML+CSS para su posible uso como modelo de referencia.

    First European standard for accessibility in TICs

    La norma EN 301 549 ‘Requisitos de accesibilidad adecuados para la contratación pública de productos y servicios TIC en Europa’, establece los requisitos funcionales que garantizarán que los productos y servicios TIC sean accesibles para todas las personas; por ejemplo, desde un teléfono móvil, hasta ordenadores, pasando por páginas web; así, los requisitos para la web se basan en las directrices de accesibilidad de contenidos web WCAG 2.0, desarrolladas por W3C, estando en línea con los indicados en la norma española UNE 139803, ‘Requisitos de accesibilidad para contenidos en la Web’.     New Guide accessibility validation with UNE139803:2012

    El Observatorio de Accesibilidad Web (1) continúa preparando materiales de ayuda que sirvan de apoyo para la aplicación del nuevo estándar UNE 139803:2012 (2) (equivalente a las WCAG 2.0).

    In this occasion it publishes a completely new guide that we have been demanding through various channels: "Guide to web accessibility validation". This guide of aid includes explanations required to perform the validations of accessibility during the different life cycles of a portal or website. Is addressed to developers, content publishers and evaluators responsible for ensuring compliance with accessibility requirements on a website.

    Para seguir esta guía se asume un conocimiento previo de las pautas y criterios de conformidad de las WCAG 2.0, sobre el diseño web accesible, productos de apoyo y cómo usan la web las personas con discapacidad. Sin embargo, en la guía se revisan algunos conceptos fundamentales de las WCAG 2.0 y requisitos generales de conformidad que debe cumplir una página web cuyo conocimiento, más allá de los requisitos técnicos específicos que no se incluyen en esta guía, es de especial importancia para poder llevar a cabo validaciones de accesibilidad de forma correcta.

    New version accessibility guide in Multimedia Content

    The Observatory of Web Accessibility (1) continues to prepare aid materials that support for the implementation of the new standard UNE 139803:2012 (2) (equivalent to the WCAG 2.0).

    In this occasion it publishes a new version of the accessibility guide in Multimedia Content adapted to the standard UNE 139803:2012 (2) this guide, addressed to designers and web developers, reflects the issues that must be taken into account to ensure the accessibility in this type of content.

    The aim of this guide is to provide an overview of accessibility in the multimedia content and explain the main existing methods for the inclusion of elements of video and audio in a website, as well as the specific features of accessibility to collect such elements and the general criteria for accessibility to meet any multimedia content. It provides a paragraph of practical examples which addresses the main methodologies followed at sites of public administrations for inclusion of multimedia content, so that developers know in each case accessibility measures to be taken.

    Publication of the guide of transition towards UNE 139803:2012

    The Observatory of Web Accessibility (1) continues to prepare aid materials that support for the implementation of the new standard UNE 139803:2012 (2) equivalent to the WCAG 2.0.

    To the existing materials in subparagraph transition to UNE 139803:2012 (3) is now includes a new guide, "transition Guide to 139803:2012 UNE 139803:2004" which is a guide to help web designers and developers to make the transition of websites that already meet the previous standard UNE 139803:2004. It explains what new requirements must be met, what have changed in its orientation and even what is no longer necessary to fulfil. This new guide has been published in the traditional PDF format and as a novelty in EPUB format for easy access and reading.

    In addition, managers of portals of public administrations can request form part of this community, community Accessibility to share knowledge of this topic. Encourage you to use the forums available to raise doubts regarding the application of the rule UNE 139803:2012.

    Help for the transition towards UNE 139803:2012

    After the publication of the resolution of 2 September 2012 by the ministry of industry, tourism and energy in which specifies that the standard 139803:2012 replaces the standard 139803:2004, public administrations are working in the process of updating the new standard.

    El Observatorio de Accesibilidad Web está preparando nuevos materiales de ayuda que sirvan de apoyo para la aplicación del nuevo estándar, algunos de ellos ya se encuentran disponibles.

    Free distribution since PAe of the standard UNE 139803:2012

    Through the Portal of E-government can be obtained free of charge this rule of immense value to the websites of public administrations.

    La Norma UNE 139803:2012: Requisitos de Accesibilidad para contenidos en la web , es una norma española de reciente aprobación (julio de 2012) que establece los requisitos de accesibilidad para los contenidos web. En cuanto a sus requisitos, referencia completamente a las Pautas de Accesibilidad para el contenido web WCAG2.0 de la Iniciativa para la Accesibilidad Web (WAI) del Consorcio de la Web (W3C) por lo tanto hay una equivalencia directa entre ellas.

    Además, el Ministerio de Industria, Turismo y Energía aprobó el pasado 2 de septiembre una resolución en la que se especifica que la norma 139803:2012 sustituye a la norma 139803:2004

    The secretariat of state of public administrations, as part of its initiative of the Observatory of Web Accessibility, has signed an agreement with AENOR for free distribution of this rule through the Portal of E-government.

    Public awareness and free of this rule aims to positively influence the introduction of these new requirements of accessibility, especially in the web portals of public administrations.

    European leader in spain accessibility government websites

    La Comisión Europea sitúa a España como líder en el ámbito de la accesibilidad de los portales web de la Administración Pública Europea según los datos publicados en el estudio "Monitoring e-accesibility"

    Además, el estudio también situa a España muy por delante de otros países de referencia fuera de Europa que también han sido analizados en el estudio.

    Service enhancements diagnostic on-line accessibility

    Ponemos a vuestra disposición una nueva versión del servicio on-line de diagnóstico de la accesibilidad que incluye 2 importantes mejoras solicitadas por nuestros usuarios. Estas mejoras permiten incrementar la calidad de la selección aleatoria de páginas de modo que sea más fácil analizar en profundidad todos los contenidos alojados en un portal. Incluso los responsables de una única sección dentro de un gran portal podrían autoevaluarse.

    * Limitación del análisis dentro de un directorio. Aquellos portales que tengan organizada su estructura de portal mediante directorios podrán, si lo desean, restringir la selección aleatoria de páginas al directorio que contiene la URL indicada. El directorio seleccionado será hasta la última "/" que aparezca en la URL. Es decir, una solicitud de análisis a la página http://www.portal.es/directorio1/directorio2/pagina.html (Opens in new window) en la que se active la opción "No rastrear fuera del directorio" sólo seleccionará páginas cuya URL contenga http://www.portal.es/directorio1/directorio2/ (Opens in new window)
    * Restriction of analysis to special pages. It has implemented a limitation in the tracker which performs the random selection of pages so that exclude how pages to analyse those whose links are given a literal. Currently, the only verbatim including have been those relating to "printing" to avoid analyse these pages that are not prepared for web browsing, but to be printed on paper.     During this period have been made more than 1500 requests for reports that have led to analyse over 3500 pages.

    Publication accessibility Guide for Multimedia Content

    As we communicate long ago, one of the aspects that we were going to discuss in detail in the practical guides of Web accessibility Observatory were the multimedia content: audio and video. This is because many of the requirements imposed on this content cannot be considered automatically from the periodic surveys of the observatory of web accessibility.

    The multimedia content, for their special characteristics, is one of the types of content that is more difficult to provide optimal quality of accessibility. Despite this, the evolution in the network has made this kind of content is increasingly present in institutional portals, especially in sections of the press. However, we must not forget that although costly, such content must comply with accessibility requirements so that they can be accessed by all citizens.

    The accessibility guide in Multimedia Content is indicated for both technical officers of portals and responsbles sections with multimedia content, such as press cabinets. The guide specifies both the technical requirements for the inclusion of multimedia content on the website as specific requirements that must comply with the actual content during his generation and preparation (subtitles, sign language, etc.). It Is also important to highlight that before the nearby need to implementation of the WCAG 2.0, the guide contains these requirements in function of the new patterns of accessibility.

    Source code analysis - diagnostic service on-line

    Just put into production a new version of the diagnostic Service online community Accessibility (Service tab). This service allows the realization of analysis of web accessibility compliant with the standard UNE 139803 and the Observatory of Web accessibility.

    This service is only available for community members Accessibility but bear in mind that any Public Administration may request form part of the community and therefore make use of the service.

    Now with the changes introduced the diagnostic service on-line may also be used indicating the source code of the page to analyse. This option allows therefore:

    * Analyse pages that require authentication upon as may be the case of services of electronic headquarters.
    * Analizar páginas que únicamente estén disponibles a través de intranet.
    * Analyse pages that are not yet put into production.
    * Test changes in source code before introducing or implement such changes in the content manager.

    That expands the options of analysis and verification of accessibility in the web portals of the administration enabling virtually any type of page can be analysed.

    Accessibility guide in Electro Headquarters

    As you already know, one of the aspects that we cannot look in the observatory of web accessibility is the state of the electronic forms whose use requires an authentication process. However, accessibility in these electronic forms, present mostly electronic headquarters, is one of the key aspects to get an e-administration which can participate all citizens.

    Since the observatory of accessibility have prepared a new practical guide: "Accessibility guide in electronic headquarters" in which we try more specific questions of electronic headquarters as an electronic signature and the electronic forms.

    It is important to note that the use of electronic certificates or electronic signature in a seat does not imply that this seat is not accessible. It is one of the exceptions under the law: there is no alternative technology that allows the use of signature without programming elements in client. But the headquarters must comply with the rest of accessibility requirements demanded a portal.

    Developers should provide a special interest to accessibility of the electronic forms. It Is the element of interaction with the end user (citizen, company, etc.) and if It cannot operate with the form completely prevents the use of the electronic.

    Attached with the guide an example of form accessible in format XHTML + CSS for possible use as a reference model.

    Finally, as in most cases these forms require a user authentication cannot be used the usual tools of validation of accessibility. In these cases it is necessary to use more specific tools, oriented in many cases to the revision manual. The guide you will find a selection of useful tools for verification of accessibility in part authenticated electronic headquarters.

    Accessibility in PDFs

    El Observatorio de Accesibilidad, continuando con las labores de generación de materiales que puedan ser de ayuda para mejorar la accesibilidad de los portales web, ha preparado una Guía para la generación de PDFs accesibles con la versión de Acrobat 9.

    Dicha guía, además de considerar la nueva versión de Acrobat, mejora la explicación de los aspectos prácticos a tener en cuenta. Para ello facilita unos ejemplos prácticos en diferentes formatos para poder analizarlos y comprender mejor la forma en la que hay que actuar.

This is a guide for technical officers of websites which reflects the issues that must be taken into account and that it must take care and implement operational declensions of portals through managers of contents.

    Guide for publication editors late contents

    The Observatory of accessibility has generated a practical guide for publishers late content that collects accessibility issues which must meet the editors late contents, mostly non-technical, in editing and daily generation of content.

    The editors late content play a critical role in the maintenance of the accessibility of the web portals. Although the managers of contents have implemented measures to the accessibility of its contents, there are aspects that have to be managed and introduced by the editors. Only if the editors late contents are properly trained to take into consideration the accessibility can generate contents accessible and therefore make available to citizens accessible portals conformant to the existing legal regulations.

    This guide can be an element of very important support in the formation to editors late contenidos.La guide is licensed under the Creative Commons. This allows those responsible for each site may modify its content adapted to the particularities of edition in each of its settings.

    INTECO just launch a small online training course to create PDFs accessible.

    El modelo de aprendizaje es telemático y se sigue un flujo completamente automático:

    Diagnostic service on-line accessibility

    The ministry of the presidency, within the initiative of the Observatory of accessibility, has put into production a diagnostic service on-line of accessibility.

    This service is provided with the following characteristics:

    - Allows you to analyze a portal through automatic selection of pages (until 17) or a page in particular.
    - The report refers en diferido in PDF format by email.
    - You can select the type of report that you want: the report "UNE" in-depth analyses all the requirements specified in the standard UNE 139803 or the report "Observatory" that generates a report as performs the Observatory of accessibility with details of all errors

    To access the service is necessary to be member of the community Accessibility. It is necessary to be a registered user of CTT and fill the "application" to the community.
