    1. Siete de cada diez personas con discapacidad no utilizan Internet. Tres variables son significativas y explican las tendencias en este uso de Internet:
      • Age . Así, mientras el 31,1% de las personas  con discapacidad de 16 a 45 años no lo utilizan, este porcentaje sube hasta el 87,9% entre los mayores de 65 años.
      • The educational level .     El Observatorio Estatal de la Discapacidad (OED) es un instrumento técnico que la Administración General del Estado, a través del Ministerio de Sanidad, Servicios Sociales e Igualdad (Dirección General de Políticas de Apoyo a la Discapacidad y Real Patronato sobre Discapacidad), y la Junta de Extremadura, a través del Servicio Extremeño de Promoción de la Autonomía y Atención a la Dependencia, SEPAD, ponen al servicio de las Administraciones Públicas, la Universidad y el Tercer Sector, para la recopilación, sistematización, actualización, generación y difusión de información relacionada con el ámbito de la discapacidad.

    Accessibility MOOC TIC in procurement

    On 21 May next course starts on free and open in ELEVEN Founding Channel UNED Open on accessibility TIC in procurement.

    The course allows to know the laws and regulations governing accessibility (European standard in 301 549), apply it in new developments TIC and evaluate whether a product or service TIC meets the requirements of accessibility.

    The course lasts 5 weeks, does not require prior knowledge, and each student has the possibility of obtaining recognition or accreditation by the merits made.

    Public hearing of the royal decree on accessibility of websites and applications for mobile devices in the public Sector

    The past 2 December 2016 is published Directive (HAT) 2016 / 2102 of the European Parliament and of the board of 26 October 2016, on the accessibility of websites and applications for mobile devices of the public sector agencies , entrando en vigor el 22 de Diciembre de 2016. Esta directiva establece los condicionantes, con respecto a su accesibilidad, que deberán cumplir todos los sitios web y aplicaciones móviles del sector público: estatal, regional, local, universitario, etc. incluyendo también entes como centros sanitarios y educativos, bibliotecas, tribunales, etc.

    New version of diagnostic service online available through the community of accessibility

    Since the year 2015 services Web accessibility observatory (Opens in new window) are available using a methodology based on the UNE 139803:2012 . Based on the experience of these years, in the evolution that have done portals and web technologies, and in the comments raised from the different user entities has been raised a reshaping of this methodology.

    The new methodology has been discussed and presented in the working group of accessibility in the tick of the AGE and the working group of "Observatory, indicators and measures" of sectoral Commission E-government (AGE, REGIONAL GOVERNMENTS, EELL and CRUE) and after its preliminary approval has been implemented in the Observatory. Starts now the verification phase and test what it invites all agencies of public administrations to participate. Can refer all comments through the forum available in the tab "collaboration" of the community accessibility. The formal adoption will be carried out in the working groups of collegiate bodies in the field TIC.

    To be able to perform these tests, the diagnostic service online, available in the Accessibility community (Opens in new window) already, offers the possibility of requesting a new type of analysis regarding the new methodology based on the UNE 139803:2012, called BETA.

    Among the changes in the new methodology include: enlargement of the sample size (from 17 to 33 pages), the refinement of selection processes of pages, the elimination of the concept of level of analysis, review of checks and regrouping of some of them and increasing checks that take into account the implementation of WAI-ARIA.

    The new version of the observatory also includes adjustments and solving problems present in the current methodology is still valid.

    Published guide on how to do and evaluate apps accessible

    Esta guía está enfocada para ser de utilidad a profesionales de diversos perfiles, ya sea desarrolladores, profesionales dedicados a la evaluación, editores de contenido o, en general, a cualquier persona dedicado a la consecución de los objetivos de accesibilidad de una app móvil.

    On 2 December 2016 was published in the Official Journal of the European Union Directiva (UE) 2016/2102 del Parlamento Europeo y del Consejo, de 26 de octubre de 2016, sobre la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de los organismos del sector público (Opens in new window) . This directive sets the constraints, with respect to its accessibility, which must meet all websites and mobile applications of the public sector: state, regional, local, university, etc. also including other bodies such as health and education centres, libraries, courts, etc.

    De este modo, a los requisitos de accesibilidad para los portales públicos, que ya se venían aplicando en España desde el Real Decreto 1494/2007, se incorporan los accessibility requirements to mobile applications of the public sector so that all of them (old or new) should be accessible from 23 June 2021 .

    El momento de inicio de aplicación parece lejano, sin embargo, tendrá efecto con carácter inmediato no contemplando ninguna cláusula de excepción o periodo de transición para aquellas aplicaciones desarrolladas antes de esa fecha. Por lo tanto, para no tener que acometer posteriores recodificaciones de las aplicaciones móviles, se recomienda empezar a aplicar, cuanto antes, los criterios de accesibilidad.

    En este contexto, teniendo en cuenta los requisitos ya definidos en la EN 301 549, se ha confeccionado el presente documento para ayudar a los desarrolladores/evaluadores de aplicaciones móviles (apps) en materia de accesibilidad. Esta guía es de utilidad tanto para el sector público como para todo el sector empresarial que trabaja para las administraciones públicas.

    Liberado el Rastreador del Observatorio de Accesibilidad Web con licencia EUPL v2

    The Directiva (UE) 2016/2102 del Parlamento Europeo y del Consejo, de 26 de octubre de 2016, sobre la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de los organismos del sector público establece los condicionantes, con respecto a su accesibilidad, que deberán cumplir todos los sitios web y aplicaciones móviles del sector público: estatal, regional, local, universitario, etc.  Además establece que los estados miembros deberán realizar revisiones periódicas de la accesibilidad y reportar al respecto ante las instituciones europeas.

    Open period of contributions to the revision of the methodology of the observatory.

    Con la experiencia que hemos ido acumulando durante estos 2 últimos años de funcionamiento del servicio basado en la UNE 139803:2012 vamos a poner en marcha una revisión de la metodología.

    In this review we are thinking include issues such as:

    • Ampliar el número de páginas analizadas (para obtener una  mejor visión estadística en los resultados)
    • Modifications on checks and checks. Including new, removing perhaps some that are providing little value, or modifying / refine some of the existing ones.
    • Remove the distribution on 2 levels of analysis (level of analysis I and level of analysis (II).     Disponibilidad de materiales formativos sobre la EN 301 549 Requisitos de accesibilidad de productos y servicios TIC

    El estándar EN 301-549 surgió del Mandato 376 de la Comisión Europea a las instituciones europeas de estandarización dentro de los trabajos ligados a la directiva de contratación pública. Además ha sido directamente referenciado en la directiva de accessibilidad de los sitios web públicos. Esta norma, la AT 301 549 (Opens in new window) , establece los requisitos funcionales que garantizarán que los productos y servicios TIC sean accesibles para todas las personas; por ejemplo, desde un teléfono móvil, hasta ordenadores, pasando por páginas web; así, los requisitos para la web se basan en las directrices de accesibilidad de contenidos web WCAG 2.0, desarrolladas por W3C, estando en línea con los indicados en la norma española UNE 139803: 2012. Además, la norma europea, describe los procedimientos de ensayo y la metodología de evaluación de cada uno de ellos.     New version of diagnostic service online available through the community of accessibility

    It has deployed the new version of the diagnostic service online, available through the service of the tab Accessibility community . In order to access the community is necessary to have a registered user in PAe and sending the request for access to it.
    On this latest version incorporates new functionalities:

    • Analysis on a closed set of URLs: Online analysis of a predefined set of pages of a public website on the Internet. Maximum can be analyzed 17 pages.
    • History: From now on the diagnostic service online can save the result of the analysis associating it with the url and incorporated into the report on evolutionary their previous executions to compare them. These are stored up to a maximum of 3 executions. To add a result will need to the historic analyse 17 pages of the website so that the results can be comparable between assessments.
    • Source code: Se ha modificado la forma de enviar el código, en esta nueva versión se permitirá adjuntar el código fuente en forma de fichero. Esta opción es útil en aquellos casos en que el analizador no pueda acceder al contenido por estar alojado en un espacio protegido.

    Lanzamiento del primer borrador para la nueva versión de las Directrices WCAG 2.1

    El pasado 28 de febrero, el W3C publicó un primer borrador de los criterios aplicados en la versión 2.1 de las directrices de accesibilidad web, las WCAG.

    La versión actualmente en vigor de las WCAG, la 2.0, data de 2008, y es la versión a la cual se referencia tanto desde el estándar español UNE 139803:2012 como desde el estándar europeo EN 301-549. Los sitios web de las Administraciones Públicas españolas deben cumplir los requisitos de prioridad 1 y 2 de las WCAG 2.0.

    El contexto tecnológico ha evolucionado desde 2008 y las directrices deben actualizar. La nueva versión, The accessibility guidelines Web Content (WCAG) 2.1 (Opens in new window) , publicada el pasado 28 de febrero, cubre una amplia gama de recomendaciones para hacer que el contenido web sea más accesible. Seguir estas pautas hará que el contenido lo sea para un rango más amplio de personas con discapacidades, incluyendo ceguera y baja visión, sordera y pérdida de audición, dificultades de aprendizaje, limitaciones cognitivas, movimiento limitado, discapacidad del habla, fotosensibilidad y combinaciones de éstas.

    A su vez, esta actualización enfatiza en el hecho de que la accesibilidad del contenido web ha de ser efectiva en todo tipo de dispositivos: ya sea en ordenadores de escritorio, portátiles, tablets o smartphones. Siguiendo estas pautas, además, se logra que el contenido web sea más claro y útil para los usuarios en general sin ningún tipo de discapacidad.

    Three working groups W3C (Opens in new window) han propuesto un total de 25 nuevos criterios que pueden incluirse en las WCAG 2.1, cuya publicación está prevista para junio de 2018. Estos criterios incluyen requisitos para la interfaz móvil  y pantalla táctil, requisitos para ayudar a las personas con discapacidad visual que no sean totalmente ciegos y personas con dificultades cognitivas.

    Directiva UE sobre accesibilidad en webs y apps de Organismos Públicos

    Se ha publicado hoy en el Boletín oficial de la Unión Europea la Directiva (UE) 2016/2102 del Parlamento Europeo y del Consejo, de 26 de octubre de 2016, sobre la accesibilidad de los sitios web y aplicaciones para dispositivos móviles de los organismos del sector público .

    Over the next 21 months should transposing to Spanish legislation and replace and improve the conditions required for longer portals of public administrations in the Royal Decree 1494 / 2007, i.e. all portals meet the requirements of priority 1 and 2 of the standard UNE 139803:2012 (equivalent to level AA in WCAG 2.0).

    New version of the report diagnostic service

    Se ha llevado a cabo una remodelación de los informes que emite el Observatorio de Accesibilidad Web, tanto de los oficiales en las iteraciones, como de los que remite el servicio de diagnóstico en línea.

    La información reflejada no varía sustancialmente pero sí la forma en la que se presenta dentro del documento. Destacan, entre otros cambios, la inclusión de nuevas tablas que permitirán reducir el tamaño del informe manteniendo la misma información pero presentada de forma agregada, la extracción de la metodología como anexo del informe, etc.

    Todos estos cambios han sido posibles gracias a la activa participación de los miembros de la Accessibility community , a los cuales nos gustaría agradecer desde aquí y animar a seguir compartiendo sus conocimientos y aportaciones, imprescindibles para mejorar el servicio y que todos los miembros de la comunidad se acaben beneficiando de él.

    Change in the structuring of the reports of the Observatory

    Throughout this year, in the Observatory of Web Accessibility, we will work to implement changes in the Observatory of Web Accessibility, some of which we have been seeking through different communication channels.

    Firstly, and before performing the first official iteration of this year, we want to carry out a reshaping of reports that renders the Observatory of Web Accessibility, both officers at the iterations, as those that sends the diagnostic service on line. The information reflected will not vary substantially but we can alter the way in which presents within the document as for example, change order of paragraphs, changing the graphics or summaries, etc.

    Therefore, we encourage you, based on your experience, we comentéis aspects that can be improved to make information more easily understood. So we have created several issues in the forum of the tab "Collaboration" so that we can make them all your comments.

    The implementation of these changes will shape the date of the first iteration likely to be carried out in the month of July.

    In the specific case of reports of diagnostic service on line also want to work on improving the information given on the errors, especially to locate more precisely in the source code or portal and include greater suggestions for improvement or correction.

    Acuerdo a nivel europeo para la aprobación de la directiva de accesibilidad de los sitios web y aplicaciones móviles del sector público

    The European Council and the European parliament have managed to reach an agreement after a long negotiation. The European Commission is also satisfied by the agreement. This agreement, subject even to the formal adoption in all fields, will establish at European level of accessibility requirements minimum portals and mobile applications of the public sector.

    The Directive will cover all websites and mobile applications of the public sector, from administrations, courts and police services to hospitals, universities and public libraries, and make accessible to all citizens, in particular the blind, deaf people or people with hearing difficulties, visual or functional.

    The agreed text of the directive:

    • Cubre todos los sitios web, sus contenidos y las aplicaciones móviles de los organismos del sector público, con un escaso número de excepciones (como los organismos de radiodifusión y el streaming en vivo).
    • También cubre las extranets e intranets que se puliquen  o se renueven sustancialmente después de la entrada en vigor de la directiva.
    • Exclude certain types of content old (office documents, multimedia files) that is not currently require administrative procedures. Furthermore contemplates an application on demand in case of content not accessible.
    • Establece un mecanismo de feedback para notificar problemas existentes pudiendo escalarlo en caso de no ser atendido.
    • Requires a monitoring and reporting by part of the member states about the accessibility of these web sites and mobile applications. Reports must be submitted to the commission and be published.
    • Requires member states the designation of agencies responsible for defending the implementation of this Directive and the tasks of monitoring and reporting.
    • Reference technical standards of online application with UNE-EN 301 549. In web environment this translates into WCAG 2.0 (or its equivalent in Spain UNE 139803:2012). These rules will be necessary to complement it with some CTS (common technical specifications) to cover to complete the field of mobile applications.

    New environment for the community Accessibility

    All public administrations have the obligation to comply with accessibility requirements imposed by the Royal Decree 1494 / 2007 12 November, which approves the regulations on the basic conditions for the access of persons with disabilities to technologies, products and services related to the information society and media. This means that all portals of public administrations must meet the criteria of conformity of level and AA of the standard UNE 139803:2012 (equivalent to WCAG 2.0).

    To assist administrations in this task, it has been available since 2010 the community accessibility, in which its members, managers of portals of public administrations, can share their experiences and knowledge in web accessibility and access the diagnostic service online.

    The community accessibility is part of actions carried out by the Web accessibility observatory . With the aim of concentrating on the Portal of E-government all materials available for this issue: Observatory of accessibility, policy, material aid, and the community itself accessibility, have occurred migration from the community to a new environment renewed available at:

    Operation of the diagnostic Service online

    Within the initiative of the Observatory of Web Accessibility (1) has launched the diagnostic service online.

    Diagnostic service allows online, any department of public administrations, automatic analysis of accessibility compliant with the methodologies of studies of the observatory. Is already available those based on the standard UNE 139803:2004.

    The Community Accessibility (2) is a meeting point for managers of web portals of public administrations of any administrative field (AGE, REGIONAL GOVERNMENTS, EELL, universities, other State bodies, etc.). It can share information and experiences and to resolve doubts. Now, between the available services, incorporates the diagnostic service online. Any manager of public administrations may request form part of this community and make use of the services offered.

    The diagnostic service allows, from a URL listed, the random selection of a number of pages indicated. The service will analyse these pages according to the type of study selected and send a report delayed in PDF format al correo electrónico indicated. In addition to show the detail of errors encountered, the service makes an estimate of the level of accessibility of each page with a score of 0 to 10. Adding all results are also provides an estimate of the overall situation of the portal.

    It may request analysis of available on the internet portals and websites whose access is restricted to the network SARA. In the case of internal portals organizations or of portals that require prior authentication, you can use the functionality of analysis of source code. In Addition you can random selection of pages to a directory of the portal which allows better swept the revision of the accessibility of the portal.

    Soon, the diagnostic service on line will be updated to provide the possibility of requesting analysis in accordance with the methodology of the study of the observatory based on the standard UNE 139803:2012.

    First European standard for accessibility in TICs

    New Guide accessibility validation with UNE139803:2012

    The Observatory of Web Accessibility (1) continues to prepare aid materials that support for the implementation of the new standard UNE 139803:2012 (2) (equivalent to the WCAG 2.0).

    In this occasion it publishes a completely new guide that we have been demanding through various channels: "Guide to web accessibility validation". This guide of aid includes explanations required to perform the validations of accessibility during the different life cycles of a portal or website. Is addressed to developers, content publishers and evaluators responsible for ensuring compliance with accessibility requirements on a website.

    To further this guide assumes a prior knowledge of patterns and criteria of conformity of the WCAG 2.0 on accessible web design, products of support and how to use the web persons with disabilities. However, in the guide revised some fundamental concepts of the WCAG 2.0 and general requirements according to perform a website whose knowledge, beyond the specific technical requirements that are not included in this guide, is of particular importance to carry out validations of accessibility correctly.

    In this occasion it publishes a new version of the accessibility guide in Multimedia Content adapted to the standard UNE 139803:2012 (2) this guide, addressed to designers and web developers, reflects the issues that must be taken into account to ensure the accessibility in this type of content.

    The aim of this guide is to provide an overview of accessibility in the multimedia content and explain the main existing methods for the inclusion of elements of video and audio in a website, as well as the specific features of accessibility to collect such elements and the general criteria for accessibility to meet any multimedia content. It provides a paragraph of practical examples which addresses the main methodologies followed at sites of public administrations for inclusion of multimedia content, so that developers know in each case accessibility measures to be taken.

    After the publication of the resolution of 2 September 2012 by the ministry of industry, tourism and energy in which specifies that the standard 139803:2012 replaces the standard 139803:2004, public administrations are working in the process of updating the new standard.

    Free distribution since PAe of the standard UNE 139803:2012

    Through the Portal of E-government can be obtained free of charge this rule of immense value to the websites of public administrations.

    The Standard UNE 139803:2012: Accessibility requirements for web content, is a Spanish rule of recent approval (July 2012) which provides accessibility requirements for the web content. As to their requirements, completely reference to the Accessibility guidelines WCAG2.0 web content of the initiative for Web accessibility (WAI) of the consortium of the Web (W3C) therefore there is a direct correlation between them.

    Moreover, the ministry of industry, tourism and energy adopted last September 2 a resolution in which specifies that the standard 139803:2012 replaces the standard 139803:2004

    The secretariat of state of public administrations, as part of its initiative of the Observatory of Web Accessibility, has signed an agreement with AENOR for free distribution of this rule through the Portal of E-government.

    Public awareness and free of this rule aims to positively influence the introduction of these new requirements of accessibility, especially in the web portals of public administrations.

    Service enhancements diagnostic on-line accessibility

    We put at your disposal a new version of the service diagnostic on-line accessibility which includes 2 major improvements requested by our users. These improvements allow you to increase the quality of the random selection of pages so that it is easier to analyse in depth all contents housed in a portal. Even those responsible for a single section within a large vestibule could evaluate.

    * Limitation of analysis within a directory. Those sites that have organized its portal structure through directories may, if you wish, restrict the random selection of pages to the directory containing the URL indicated. The selected directory will be until the last "/" that appears in the URL. That is, an application of analysis to page http://www.portal.es/directorio1/directorio2/pagina.html (Opens in new window) to activate the option "trace Not outside the directory" only select pages whose URL contains http://www.portal.es/directorio1/directorio2/ (Opens in new window)
    * Restriction of analysis to special pages.     Publication accessibility Guide for Multimedia Content

    As we communicate long ago, one of the aspects that we were going to discuss in detail in the practical guides of Web accessibility Observatory were the multimedia content: audio and video. This is because many of the requirements imposed on this content cannot be considered automatically from the periodic surveys of the observatory of web accessibility.

    The multimedia content, for their special characteristics, is one of the types of content that is more difficult to provide optimal quality of accessibility. Despite this, the evolution in the network has made this kind of content is increasingly present in institutional portals, especially in sections of the press. However, we must not forget that although costly, such content must comply with accessibility requirements so that they can be accessed by all citizens.

    The accessibility guide in Multimedia Content is indicated for both technical officers of portals and responsbles sections with multimedia content, such as press cabinets. The guide specifies both the technical requirements for the inclusion of multimedia content on the website as specific requirements that must comply with the actual content during his generation and preparation (subtitles, sign language, etc.). It Is also important to highlight that before the nearby need to implementation of the WCAG 2.0, the guide contains these requirements in function of the new patterns of accessibility.

    Se acaba de poner en producción una nueva versión del Servicio de Diagnóstico en línea de la Comunidad Accesibilidad (pestaña Servicio). Dicho servicio permite la realización de análisis de accesibilidad web conformes a la norma UNE 139803 y al Observatorio de Accesibilidad Web.

    Accessibility guide in Electro Headquarters

    As you already know, one of the aspects that we cannot look in the observatory of web accessibility is the state of the electronic forms whose use requires an authentication process. However, accessibility in these electronic forms, present mostly electronic headquarters, is one of the key aspects to get an e-administration which can participate all citizens.

    Desde el observatorio de accesibilidad hemos preparado una nueva guía práctica: "Guía de accesibilidad en sedes electrónicas" en la que tratamos las cuestiones más específicas de las sedes electrónicas como la firma electrónica y los formularios electrónicos.

    It is important to note that the use of electronic certificates or electronic signature in a seat does not imply that this seat is not accessible. It is one of the exceptions under the law: there is no alternative technology that allows the use of signature without programming elements in client. But the headquarters must comply with the rest of accessibility requirements demanded a portal.

    Los desarrolladores deben prestar un especial interés a la accesibilidad de los formularios electrónicos. Es el elemento de interacción con el usuario final (ciudadano, empresa, etc.) y si éste no puede operar con el formulario se le impide por completo el uso de la adminsitración electrónica.

    The Observatory of accessibility, continuing the work of generation of materials that can be of help to improve accessibility of the web portals, has developed a guide for generating PDFs accessible with version Acrobat 9.

    Dicha guía, además de considerar la nueva versión de Acrobat, mejora la explicación de los aspectos prácticos a tener en cuenta. Para ello facilita unos ejemplos prácticos en diferentes formatos para poder analizarlos y comprender mejor la forma en la que hay que actuar.

Se trata de una guía para los responsables técnicos de sitios web en la que se recogen las cuestiones que se deben tener en cuenta y que se deben cuidar e implementar en las implantaciones de portales mediante gestores de contenidos.


    Especially will be useful for responsible technicians who are starting its journey in the use of content managers for the exploitation of their portals.

    Guide for publication editors late contents

    El Observatorio de Accesibilidad ha generado una Guía práctica para los editores finales de contenidos que recoge las cuestiones de accesibilidad que deben atender los editores finales de contenidos, en su mayoría no técnicos, en la edición y generación diaria de contenidos.

    The editors late content play a critical role in the maintenance of the accessibility of the web portals. Although the managers of contents have implemented measures to the accessibility of its contents, there are aspects that have to be managed and introduced by the editors. Only if the editors late contents are properly trained to take into consideration the accessibility can generate contents accessible and therefore make available to citizens accessible portals conformant to the existing legal regulations.

    This guide can be an element of very important support in the formation to editors late contenidos.La guide is licensed under the Creative Commons. This allows those responsible for each site may modify its content adapted to the particularities of edition in each of its settings.

    INTECO acaba de poner en marcha un pequeño curso de formación online para la creación de PDFs accesibles.

    El modelo de aprendizaje es telemático y se sigue un flujo completamente automático:

    1. El alumno se inscribe e inmediatamente obtiene acceso al curso.
    2. La evaluación del curso se lleva a cabo a través de tests.
    3. Una vez finalizado el curso se informa al usuario y se envía el diploma por correo electrónico.

    Diagnostic service on-line accessibility

    The ministry of the presidency, within the initiative of the Observatory of accessibility, has put into production a diagnostic service on-line of accessibility.

    This service is provided with the following characteristics:

    - Permite analizar un portal mediante selección automática de páginas (hasta 17) o una página en concreto.
    - El informe se remite en diferido en formato PDF por correo electrónico .
    - You can select the type of report that you want: the report "UNE" in-depth analyses all the requirements specified in the standard UNE 139803 or the report "Observatory" that generates a report as performs the Observatory of accessibility with details of all errors

    Para acceder al servicio es necesario ser miembro de la Comunidad Accesibilidad. Para ello es necesario ser un usuario registrado del CTT y rellenar la "solicitud de admisión" a la comunidad.
