Cooperation between the different national AAPP takes place within the framework of the Sectoral commission electronic administration and its various working groups:
 

Group of Digital identity and electronic signature

Monitoring and pooling of policy changes and technological issues of identity and electronic signature, as well as the analysis of the problems and solutions available. Also makes proposals to the Sectoral Commission Electronic Administration, for consideration and approval, in the field of digital identity and electronic signature.

Brokering group and services. Folder Citizen

In brokering exchanges of data and documents in the public sector. Prioritization of services of data sharing and documentos-e. Models jurídico-organizativos in exchanges of data, both intermediated through interoperability nodes, such as direct. Models of security, governance and control systems and implantation of intermediados.Desarrollo relationship with citizens Citizen Folder in the different areas of action: monitoring of activity, transparency and access and consumption data. Models jurídicos-organizativos interoperability, prioritization of services.

Interoperability group

To provide standards and tools that facilitate interoperability between public administrations and make the model of technological basis to ensure interoperability of electronic government in the area of the Local administration, autonomous and State.

Integrated telecommunications group

Plans, coordinates and monitors actions to be undertaken in the field of telecommunications that allow the momentum, empowerment, consolidation and a guarantee of economic sustainability of the communications network of the Spanish public administrations under Article 43 of the Law 11 / 2007, of 22 June, as well as the corresponding corporate networks of the different Autonomous communities.

Observatory group, indicators and measures

Performs actions within the framework of the Observatory of electronic administration to through different publications and studies know the overview of status and progress of electronic administration in Spain at all levels. Generates reports FALLS and IRIA and monitors the proceedings of the Observatory of Web accessibility. Also provides a calendar of publication of data, approved by all the autonomous communities, with the commitment to dispatch / dump of own data.

Security group

Provides rules and tools to facilitate implementation of the national security Scheme (NHIS) between public administrations; develops of action line 2 “security EECS information systems of public administrations ”; coordinates and supports the group of Digital Identity; improvement, comprehensive and coordinates the exchange of technical information of incidents and threats, among other functions.

Reuse group of applications and services and RISP

Promotes in the public Sector reuse at all levels through the reuse of applications and services, as laid down in law 40, and reuse of information in the public sector and coordination with the portal datos.gob.

Common Repositories group

Pursues the establishment of common standards for action in relation to the repositories to ensure that the information contained in them is updated and may be interoperable among them as well as with other information systems.

Document group, file and Electronic File

Sets, coordinates, controls and monitors interventions in Electronic Document Management, including the document, file and Electronic File, and establishes guidelines and requirements for electronic document management and promotes the use of Archive as electronic file end in the different AA PP among other functions.

Officers group and electronic record of Hijacking

Coordination with autonomous communities and local entities to ensure assistance to citizens in the use of electronic media through officials enabled for assistance regarding the identification and electronic signature, presentation of requests through the electronic register general and obtain copies auténticas.definición aspects relating to records of Officers (RFH). Study of the process of incorporation of the AAPP that do not have a RFH registration of Officers implemented by the SGAD. Group of functional support to the implementation of laws 39 and 40 / 2015

Creates a collaborative workspace where raise all the challenges that public administrations are facing in the implantation of laws 39 and 40. Channeled issues that exceed the technical scope of the rest of working groups, valuing possible solutions or determine their elevation to others and, finally, raises potential common criteria that guarantee homogeneous implementation of measures of Electronic Administration under the laws.

Identifier group European legislation - ELI

Implements the identifier of European legislation in Spain, as standard of identification and description of the documentary legislative information published in the official journals and in the databases of the various administrations

Group of Electronic Invoice

Work collaboratively between the CCAA and AGE for the improvement of billing for public administrations, placing special emphasis on the implantation of electronic invoice in the public Sector.

 

Within the General administration of the state cooperation is done via the Strategy committee TIC and Administration Ministerial Committees Digital . Where also provides various working groups in fields similar to those listed above.
